General Description POSTING TYPE: Open & Competitive DEPARTMENT: PT&R, Property Taxes & Records HOURS: Fulltime HIRING RANGE: $53,925- $60,666 /year LOCATION: Hastings, ADC UNION: None CLOSE DATE: Continuous What You ll Do: Responsible for performing a variety of complex technical duties including cash and account fund reporting, posting of accounts, account reconciliation, calculating tax estimates, and other departmental account management in Property Taxation & Records. Works as a technical specialist in reviewing, processing, and maintaining Aggregate Tax, Aggregate Financial Records and Aggregate site audits. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Responsible for the management, calculation, distribution, and reporting of the non-ad Valorem tax program for Aggregate Material Tax. 2. Prepare, verify, and maintain required documentation for accounting transactions which include vendor coordination, new vendor set up, purchase orders, invoice processing, general ledger transfer of funds; ability to process and complete work within established timelines. 3. Responsible for preparing and reporting department billings relating to property taxes. 4. Research data, collect, reconcile, and verify accuracy of various payments and deposits. Compute and receipt a variety of payments and service fees. Process transactions in a cash collection system using proper revenue codes, validate receipts and documents, process overpayments. Balance receipts and reports daily. Complete deposits and bank slips. 5. Independently manage the direct payment and electronic payment systems for real estate taxes. Electronically transfer payment information and verifies balancing of payments in the real estate tax system. 6. Responsible for managing the batch payment processes. 7. Responsible for maintaining, training, and coordinating employee coverage for bi-annual tax collection cycles. 8. Recommend system software efficiencies and improvements in workloads to direct supervisor and perform quality assurance and quality control functions. 9. Modify and implement procedures and working instructions related to the roles and responsibilities of the position. 10. Serves as a backup to support staff in responding to and providing timely and effective service to an extensive variety of public inquiries by phone or in person. Investigating and determining the appropriate outcome for each customer contact. ESSENTIAL JOB FUNCTIONS: Duties 1-10 are essential functions. Knowledge, Skills & Abilities and Work Environment Ability to interpret and apply Minnesota property tax laws Knowledge of governmental accounting principles and proficient in mathematics Considerable knowledge of analytical methods, problem solving, ability to analyze and interpret workflow and processes, and to read and understand technical taxation statutes and regulations. Ability to establish and maintain effective working relationships with County, local government organizations and the public. Ability to communicate effectively and respond to instruction both orally and in writing. Ability to prioritize work and meet deadlines with minimum supervision. Ability to tak direction from senior analyst and management regarding property taxation functions. Skill in preparing and presenting complex technical property taxation materials in reports to the state, County cities and school districts. Advanced knowledge of Microsoft Office Suite; specifically, in the areas of Pivot Tables, indexing, database creation and queries, mail merge, and others. Work is performed in a County office building. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, printer, telephone, calculator, copy and fax machines.
