The Public Health Senior Program Administrative Supervisor leads a diverse team of administrative support staff working primarily out of the Northern Service Center in West St. Paul, MN. This position oversees support for our Women, Infants, and Children (WIC), Family Home Visiting, State Health Improvement Program, Public Health Forms and Resources, SharePoint site, and Accounts Payable/Purchasing areas, including onsite front desk staff. This position also manages a variety of general administrative support for the Public Health department, including direct management of staff at the Extension building in Farmington, MN. As a member of the Public Health Management team, you will have many opportunities to work collaboratively with other County departments. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Supervise staff; manage the activities of program support; maintain a healthy and safe working environment. 2. Prioritize, assign, and schedule work and staff training sessions, approve absences, evaluate performance, monitor career development, train staff, and recommend the hiring, disciplinary actions, and dismissal of staff. 3. Conduct unit staff meetings; develop and implement team building activities. 4. Plan, develop and implement office management and department policies and procedures with oversight from the Administrative Manager. 5. Identify alternatives to existing methods of unit and department operations to increase productivity, increase the level of service or decrease costs. 6. Manage projects and procedures relating to facilities management, space planning, risk management, information technology, telecommunications, records management, quality improvement and support services. 7. Represent the department or County with other departments and outside agencies regarding program/office procedures and ensuring support for departmental objectives and county-wide issues. 8. Perform public health emergency response functions as trained and assigned within the department's emergency response plan. ESSENTIAL JOB FUNCTIONS: Duties 1-8 are essential functions. Knowledge, Skills & Abilities and Work Environment Ability to work effectively with individuals from diverse cultural and ethnic backgrounds. Ability to interpret policies, procedures, rules, legislation, and related regulations with respect to the impact on the organization. Comprehensive knowledge of Microsoft Office Suite products, including virtual meeting tools, and applicable State, County and departmental computer systems. Comprehensive knowledge of the principles and practices of office management, leadership and supervision; including the ability to build and support a com etent and effective work team to meet public health goals High level of analytical skills and ability to apply analytical reasoning. Ability to establish and maintain positive working relationships with staff, management, and other public agencies, including internal and external customers. Ability to problem-solve and use good judgment to make effective decisions in accordance with precedents and regulations. Ability to communicate and present ideas effectively both verbally and in writing. Ability to apply project management and/or quality improvement techniques to increase efficiency in various processes. Strong organizational ability; ability to prioritize multiple responsibilities and manage time to meet timelines. Ability to work with minimal supervision. WORK ENVIRONMENT: Work is primarily stationary; occasional travel to other County buildings is required. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, telephone, and MFD. LOCATION & SCHEDULE: This is a hybrid position that requires in-person work at our Northern Service Center in West St. Paul, MN with some regular opportunities to telework. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.) SELECTION PROCESS: The examination/selection process for this classification will consist of a rating of your training and experience from the application materials submitted.
