Summary About the Position: Works under the very general direction of the Branch Chief, who assigns work in general terms of overall objectives and results desired. The incumbent is expected to plan and execute the work under changing project management parameters. Clears, through supervisor or Project Review Board, plans or decisions to take short-cuts or to make compromises considered risky or extreme within the context of standard guides, precedents, and techniques. Responsibilities Plans, programs and oversees cost and schedule execution of the planning, design, and construction of projects in coordination with the functional chiefs of each area to assure that the projects are completed within guidelines and objectives. Establishes overall project priorities, procedures, and short and long range goals. Participates, with key district personnel, in defining project goals and in preparing and executing a project management plan for all projects. Primary point of contact with the local sponsor throughout the projects' life. Resolves highly difficult technical and administrative project problems. Establishes the technical framework and guidance for accomplishment of objectives within the District's in-house and contractual capabilities. Represents the District when dealing with the local, state and municipal authorities for the project and is responsible for furnishing authoritative responses to project questions and issues. Speaks with the authority of the Deputy for Planning, Programs and Project Management at conferences and with the press on all issues including those of a critical or controversial nature arising during the life of the project. To qualify, you must meet one of the basic requirements below: Economist 0110 series Geography 0150 series Natural Resource Planning 0401 series Architecture 0808 series Engineering 0801, 0810, 0819, 0830, 0850 series Physical Scientist 1301 series Geology 1350 series In addition to meeting the Basic Requirement for one of the series above, you must also meet the specialized experience below: Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes executing project management functions (such as: budget management, scheduling, manpower management, and contract management) for civil works, environmental, and/or construction projects; resolving conflicts between team members; preparing and/or executing budgets across organizational boundaries; and building and maintaining effective working relationships with a variety of entities both internal and external to the employing agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Awareness Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
