Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Works under the very general direction of the Branch Chief, who assigns work in general terms of overall objectives and results desired. The incumbent is expected to plan and execute the work under changing project management parameters. Responsibilities Plans, programs and oversees cost and schedule execution of the planning, design, and construction of projects in coordination with the functional chiefs of each area to assure that the projects are completed within guidelines and objectives. Establishes overall project priorities, procedures, and short and long range goals. Participates, with key district personnel, in defining project goals and in preparing and executing a project management plan for all projects. Primary point of contact with the local sponsor throughout the projects' life. Resolves highly difficult technical and administrative project problems. Establishes the technical framework and guidance for accomplishment of objectives within the District's in-house and contractual capabilities. Represents the District when dealing with the local, state and municipal authorities for the project and is responsible for furnishing authoritative responses to project questions and issues. Speaks with the authority of the Deputy for Planning, Programs and Project Management at conferences and with the press on all issues including those of a critical or controversial nature arising during the life of the project. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, you must meet one of the basic requirements below: Economist 0110 series Geography 0150 series Natural Resource Planning 0401 series Architecture 0808 series Engineering 0801, 0810, 0819, 0830, 0850 series Physical Scientist 1301 series Geology 1350 series In addition to meeting the Basic Requirement for one of the series above, you must also meet the specialized experience below: Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes executing project management functions (such as: budget management, scheduling, manpower management, and contract management) for civil works, environmental, and/or construction projects; resolving conflicts between team members; preparing and/or executing budgets across organizational boundaries; and building and maintaining effective working relationships with a variety of entities both internal and external to the employing agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
