State of Montana Health Care Facilities Financial Manager in Helena, Montana

[montana-logo-4.png (121×121)] The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Health Care Facilities Practice (HCFP). This position functions as the Financial Manager within the Healthcare Facilities Branch of DPHHS. The position is responsible for overseeing the financial operations of the Healthcare Facilities, under the direction of the Healthcare Facilities Executive Director (Executive Director) and in partnership with the Chief Financial Officer. This position exercises broad authority under the direction of the Executive Director in planning, designing, organizing, developing, monitoring, implementing, and evaluating the financial condition of the programs administered by the Healthcare Facilities Branch. It provides quality control and the dissemination of information related to the Healthcare Facilities Branch’s budgeting processes, including construction, submission, and defense of the biennial budget requests and the management of appropriated funding, as well as the independent review of the budgetary work products of the Branch’s fiscal bureaus. Qualifications for this Career Opportunity * * * Participates in planning and developing agency initiatives and coordinates program development in the agency areas that have funding requirements, assuring the appropriate and best use of funds supporting the state-run facilities practice area. * Provides direct oversight over the branches budget process. Oversees all branch budgetary activities including developing budgetary and associated policy presentations for the Directors and Governors Office. * Oversees the allocation and implementation of the biennial budgets of the divisions withing the Healthcare facilities branch in accordance with legislative intent and program, division, and department policies. * Communicates and partners with various stakeholders to champion initiatives to help ensure program requirements are met. * Reviews proposed legislation and distributes to the appropriate divisions for cost/saving estimation; reviews, consolidates and submits to the Office of Budget and Finance for consolidation with other agency responses for presentation to the Governors Office Of Budget and Program Planning, bill sponsors, the legislative body and general public. * Serves as DPHHS representative during the legislature as needed, including testifying, proposing legislative initiatives, and developing and coordinating budget presentations for the legislature. * Meet minimum qualifications: o Bachelor’s degree in business, finance, accounting, public administration, hospital administration, or health administration; human services; health care services; or a dire4ctly related field. o Five (5) or more years of senior level fiscal management of large programs with substantial staff and budgets. o Other combinations of education and experience may be considered on a case-by-case basis. * * How to Apply To be considered for a DPHHS position, submit the following required documents with your application on the State of Montana Careers website.
