The Role

The Director of Program Control for Lumen Public Sector is a pivotal role that demands a professional with a robust background in finance and accounting. This leader’s team oversees the financial integrity of assigned programs, ensuring that all financial activities align with the organization’s strategic objectives. The director will lead the development and implementation of financial strategies, manage financial risks, and ensure compliance with accounting standards. A solid foundation in accounting principles and a proven record of accomplishment in financial management within the public sector or a related field is essential. They should exhibit a deep understanding of financial reporting, budgeting, and forecasting, with the ability to translate complex financial data into strategic insights. The role requires a hands-on approach, including the preparation of financial reports, management of self-assessments, participation in audits, and developing policies and procedures to enhance financial performance. This is a customer facing position responsible to the customer and their mission. The Director of Program Control must be aligned with the Program Director as the face of Lumen to the customer. The Director of Program Control is the financial controller of multi-million-dollar contracts and programs and ensures compliance and contractual obligations are adhered to.

The Main Responsibilities

The Director of Program Control will also play a critical role in stakeholder management, maintaining transparent communication with all parties involved and ensuring that the program's financial practices meet the expectations of both internal and external stakeholders. With a focus on continuous improvement, the director will identify opportunities to optimize financial processes and implement best practices that support the program's long-term sustainability. Leadership qualities, such as the ability to inspire and manage a team, are paramount, as is the capacity to make informed decisions that will impact the program's success. The direct management span of control is directly associated with the programs/customers supported. Supervisory and 2nd level experience is required, and staffing levels are derived by contract requirements and billable positions.

The Director of Program Control will support Lumen Technologies Government Solutions Inc. (LTGSI) by leading personnel in operational and financial effectiveness of assigned Government Programs. This includes management of matrixed organizations to ensure program compliance. Provide leadership and direction to a team of Program Controllers and Specialists supporting customer missions. Guide, review, and approve final pricing for all proposals and in some cases, act as final negotiator with the customer due to security restrictions. Review profit and loss to program budgets. Coordinate with all levels of management to analyze and prepare recommendations to increase operational effectiveness and profitability. Compilation and review of data to determine past financial performance and/or to project financial probability. Perform statistical and financial analysis of data reported in the financial systems. Review contractual language for financial implications and provide recommendations and requirements for contracts, legal and the PMO. Ensure compliance with internal procedures, applicable laws and government regulations. Reviews and approves customer required reporting outputs based upon contract.

What We Look For in a Candidate

  • Position requires current federal security clearance. Manages a high-performance team in generating project-related invoices and oversees collections and cash application activities with corporate support units. The Director is accountable for complying with SOX controls and managing financial and operational risks of assigned projects.

  • Ensures approvals for new contracts, and management's awareness and approval of cost budgets. If there is potential overspending, ensure management is informed of cost implications, especially for FFP contracts. For material underspend, the Director must ensure management is aware of the P&L impact.

  • Ensure staff are trained and knowledgeable in CAS compliance, LTGSI Disclosure Statements and DCAA/DCMA audit processes for compliance in systems and procedures. The Program Control Organization plays a pivotal role in ensuring LTGSI’s adherence to CAS and FAR 31.205 including the identification and accounting for unallowable costs as well as distinguishing direct and indirect costs in accordance with Disclosure Statements.

  • Periodically, the Program Control Director will initiate internal reviews on contracts to include all financial information, including labor hours, materials, other direct costs, and travel. The Director will request, review, evaluate and amend as necessary any existing procedures, processes, techniques, models, and systems related to management problems or contractual issues that require reporting and recommendations. Review all audit requests as necessary to ensure requested information is provided to the government and risk mitigation plans are followed and/or created, as necessary.

  • The ideal candidate will have a professional accounting qualification, such as a Certified Public Accountant (CPA) or Chartered Accountant (CA), coupled with at least 5-10 years of experience in a leadership role. They should exhibit a deep understanding of financial reporting, budgeting, and forecasting, with the ability to translate complex financial data into strategic insights. Education/Experience: Bachelor's or Master's degree in finance, Accounting, Business Administration, or a related discipline with a minimum of 10 years related experience. Professional Certification (CPA, MPA, PMP, CPCM, etc) is preferred.

  • Required Skills:

  • Must have extensive knowledge of the principles of government and public accounting, as well as government contracting and compliance.

  • Must be able to complete difficult assignments emphasizing problem solving. Must be able to effectively lead and manage assigned program control work on large complex projects. Must have experience in developing and analyzing complex financial models to determine root cause and implement corrective actions.

  • Must have exceptional written and verbal communication skills to understand, delegate and carry out multiple assignments and to convey or exchange routine information.

  • The successful candidate must be able to work as a key member of a team with minimal supervision. Must demonstrate a working knowledge and understanding of GAAP principles, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Federal Travel Regulations (FTR).

  • Must possess a strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts. Strong Microsoft Excel skills are required. Must have existing Top-Secret clearance with ability to obtain TS/SCI.

Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

$141820 - $189090 in these states: CO.

$148570 - $198090 in these states: VA.

As with the pay range variety that's based on the region of a country, specific offers are determined by various factors such as experience, education, skills, certifications and other business needs.
