Responsibilities

Job Responsibilities:

  • Serve as an integral member of the Facilities Solutions Group (FSG) business development organization

  • Support primarily the FSG proposal development efforts, but also am frequently enlisted to cross-support other business lines

  • Support information gathering and writing of Government Requests for Information (RFI)

  • Analyze Government requests for proposal (RFPs) and statements of work (SOWs) in preparation for proposal development

  • Assist in developing the project solutions and concepts of operations (CONOPS)

  • Analyze staffing needs and assist in designing project organization structure in support of Basis of Estimate (BOE) development

  • Participate in proposal development by serving as a subject matter expert (SME) and author

  • Serve as reviewer and editor during various stages of proposal development

  • Using corporate recruiting resources and personal contacts, help identify and secure commitments of key personnel to be assigned to the project upon award

  • Serve as a lead corporate point of contact to gather information on existing contracts, to maintain relationships with active contract management teams and Government customers in preparation for follow-on contract proposals, and to identify opportunities for expanded scopes of work.

  • Frequently participate in and make recommendations for bid/no bid decisions and target selection

  • Review and analyze collective bargaining agreements (CBAs) and help develop labor relations strategies.

  • Interface directly with select union business representatives on a case-by-case basis to gather intel, obtain seniority lists, develop proposal win strategies, position company for the win

  • Analyze capital expenditure (CAPEX) requirements of the various contract proposals, perform research regarding CAPEX needs, and coordinate with corporate procurement for acquisition strategy.

  • Identify and evaluate performance of key contract personnel, interface with contracting officers and contract technical representatives, and monitor project budgets and deliverables.

  • Conduct scheduled and unscheduled audits of contract operations, including support of health, safety and environmental considerations pertinent to the respective contracts.

  • Apply personal experiences to perform the following:

  • Serve as primary SME and author of Transition Plans in proposals

  • Serve as a primary point of contact, author and SME for Facilities O&M and Base Operations

  • Continuously research latest innovations and technology advancements to stay abreast of industry progress in order to put forth highest quality technical proposals

  • Develop, maintain and continuously advance a comprehensive list of Best Practices to further improve the company’s competitive advantage

  • Attend at least two technology conferences annually to stay abreast of innovations

  • Take advantage of company-provided training in proposal development, CONOPS development and PWIN strategies

  • Maintain and update contract past performance databases and associated contract statistics to use as proofs in proposals

  • Stay abreast of the latest company safety statistics for use in proposals

  • Develop graphics concepts

  • Serve on color review teams for proposals

  • Review resumes and conduct interviews with potential Key Personnel candidates for proposals

  • Continuously seek out advancements in Enterprise Management Systems (EMS) components (such as computerized maintenance management systems, asset management systems, quality management systems, and dashboard/metrics trackers) and assist in design of EMSs for target proposals/contracts.

Qualifications

Minimum Qualification:

  • BA

  • 2 to 5 years experience as a project manager or deputy project manager.

  • 5 to 10 years experience in Army logistics.
