U.S. Army Corps of Engineers Supervisory Engineering Technician (Civil) in Hinton, West Virginia

Summary About the Position: This position is located with the U.S. Army Corps of Engineers, Engineering & Construction Division, Construction Management & Field Support Bluestone Resident Office. You will serve as Chief, Quality Assurance Section. You will establish objectives; formulate, modify and initiate operating procedures; and manage project and contract planning. Responsibilities Develop, coordinate, implement, and monitor the contract quality assurance program and surveillance systems for support of expeditionary and installation contracts. Facilitate team initiatives, to include articulating how the Quality Assurance Program meets and supports the Resident Office's mission, vision, and values. Planning, directing and technically reviewing the quality assurance and contract administration activities related to the Bluestone Phase 5 Mega Project. Manages and conducts biddability, constructability, operability, environmental and sustainability compliance (BCOES) reviews on contract packages (i.e. plans and specifications) for proposed projects at the concept and various design stages. Collaborate with district office elements and consultants in finding solutions to construction and design problems. Specialized Experience: One year of specialized experience which includes monitoring contractor performance; serving as a technical advisor to major interdisciplinary projects ; training or counseling lower personnel; analyzing statistical data and performing objective reviews of the quality assurance program; and planning and assigning work to others. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Leadership Project Management Quality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
