National Park Service Maintenance Mechanic Supervisor in Hohenwald, Tennessee
Summary This positions are located at Natchez Trace Parkway in the Maintenance Division. Open to the first 50 applicants or until 12/19/2024 whichever comes first. Responsibilities Hohenwald, Tennessee - Oversees the daily maintenance and operations of TWO districts in Tennessee. The Meriwether Lewis district and the Leipers Fork District. The Hohenwald, Tennessee maintenance facility is located at Mile Post 385 of the Natchez Trace Parkway and the Leipers Fork maintenance facility is located at Mile Post 428. Supervise the day-to-day operation and maintenance of the assigned district(s) which consist of skilled and diverse workforce of approximately 10 to 15 permanent and seasonal employees per district. The incumbent will provide direct supervision and oversight, including work prioritization, to ensure objects are met. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates. This is a working supervisory position so as necessary; the incumbent will personally perform non-supervisory work such as heavy equipment operation, mowing, carpentry, minor electrical and plumbing, etc., and coordinate equipment repair. This position oversees the year-round operation and maintenance of water and wastewater systems. Most facilities are used on a year-round basis and include roads, trails, bridges, drainage structures, recreational and interpretive sites, signs and exhibits, buildings, and utility systems. Each district have a complex mowing and landscape program for which the incumbent is responsible for. This position will be a Contracting Officer's Representative (COR) on service contracts for their assigned districts. The incumbent could be called on to assist the Chief of Maintenance, Project Manager, or Landscape Architect on other projects associated with construction, repair, rehabilitation, and restoration of buildings, utility systems, trails, and landscape. The incumbent will be responsible for all aspects of their annual budget, including purchasing for both the Natchez and Port Gibson districts. Ensures a safe work environment by eliminating at risk behaviors and environments and enforce regulatory policies and mandates. Coordinates and responds to after-hours emergency callouts during storm events. Incumbent ensures the proper use and tracking of personal property. Oversees fleet and equipment management. Provides monthly fleet utilization to the park Fleet Manager. Manages all assigned administrative duties ensuring reporting deadlines are met. Ensures accurate asset management reporting across both districts. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Commerical Driver's License required to obtain within 10 months of appointment and maintain: CDL Class A. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You must possess and maintain a current Water Treatment Operators Certificate, and you must be able to secure and maintain a valid Mississippi and or Tennessee (within 10 months of EOD) With the Department of Health Services Class D Water Treatment Operators Certificate. Please indicate the level of certification you currently possess. You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You may be required to complete training and operate a four-wheel drive vehicle. Qualifications REQUIREMENTS Continued: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The work varies from those who pick up trash and clean restrooms to carpenters to electricians to arborists to equipment operators running tractors in very difficult conditions to water and sewer system operators to those who program and operate computer numerically controlled (CNC) equipment making signs for the Parkway. Working Conditions: The workforce is dispersed over approximately 1/5 of the Parkway, of about 100 miles. This supervisor is responsible for their sub-districts of about 50 miles each. There are employees duty stationed at each of the two sub-districts. The Maintenance Mechanic Supervisor directs the work at all of these sub-districts through and onsite Maintenance Mechanic. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
