Summary This position serves as the Administrative Officer within the Pharmacy Service for the Veterans Affairs Pacific Islands Health Care System (VAPIHCS) within the Veterans Affairs Sierra Pacific Network (VISN 21). Responsibilities As Administrative Officer, you will: Administrative Management: The incumbent provides overall administrative management for Pharmacy Service. This includes interpreting administrative policies, developing and defining administrative requirements, providing advice on administrative systems and preparing administrative paperwork. Budget Guidance: Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief of Pharmacy regarding needs, distribution or redistribution of available resources. Planning: Participates in developing policies and plans for the service by coordinating the administrative needs of the organization(s) for which he/she is accountable. Procurement and Contract Management: The incumbent serves as the Contracting Officer's Representative (COR) for all Pharmacy Service contracts and is responsible for procurement requests including the preparation of the required documents for contract request Program Administration: The incumbent leading participant in administering programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, contracts and position management. Personnel Coordination/Administration: The incumbent provides personnel management and administrative support to Pharmacy Service. Acts as a liaison with the Human Resource Management Service (HRMS), coordinates personnel actions, recruitments and maintains personnel elated records such as performance ratings, position descriptions, functional statements, awards, etc. Quality/Productivity Goals: Administer the internal review, quality, and productivity initiatives for the organization. Establishes unique or complex quality and productivity programs. Work Schedule: Monday through Friday, 0730 to 1600 Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: planning, administering, and coordinating administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services.-OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. -OR, Combination: Applicants may also combine education and experience to qualify at this level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. You may occasionally be required to carry light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required except the ability to adjust and be flexible to change in procedures, work pressures and deadlines.
