Federal Aviation Administration Aviation Technical Systems Manager (General Manager) in Honolulu, Hawaii

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Supports the Director on day-to-day operations, providing advice, technical support; coordination for technical operations involving NAS; NEX Gen efforts. Responsibilities This position serves as a General Manager (GM) in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Western Service Area, Hawaii-Guam District. The GM oversees and directs a highly technical workforce in a complex, multi-disciplined organization responsible for the safe, efficient, and structured movement of aircraft within the National Airspace System (NAS). The GM applies extensive technical expertise in NAS systems, equipment and procedures to coordinate air traffic operations, technical workforce found in specific districts consisting of numerous air traffic facilities of varying size, type, and complexity. The GM applies in-depth technical knowledge of NAS equipment, systems, processes and procedures to serve as the expert and focal point for all facility operations in the District. The GM serves as a single point of contact between district field facilities, senior ATO management and the customer community. Utilizes skill and expertise applying program/project management principles to achieve operational goals and lead strategic planning and integrated consensus building across ATO Service Units. The GM is also responsible for inter-agency coordination to ensure successful integration and modernization of the NAS. The GM applies skill and experience integrating facility program operations to advocate the tactical and strategic use of concepts and technologies that advance the goals of the ATO and the Federal Aviation Administration (FAA). Develops standards, systems, procedures and techniques to improve air traffic services within the district. Continually reviews, refines and recommends major improvements to operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Applies experience leading a large, complex mission-oriented safety organization and develops objectives for and aligns the work of subordinate technical organizations. The GM oversees a complex district operation that is critical to maintaining safety oversight and directly impacts the safe and efficient operation of the NAS. The GM also oversees a large, geographically dispersed matrix organization responsible for delivery of support and administrative services to all en route and terminal facilities within the district and integrates the budget planning processes for projects and programs in excess of $100M. Approves leave prepares schedules for completion of work; assigns work to direct reports based on priorities. Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates. Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines. Leads and integrates both short-term and long-term future needs through the budget planning process. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers. Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as experience managing a large, complex technically-oriented safety organization to develop objectives for and to align the work of subordinate technical organizations; experience applying program/project management principles to achieve operational goals and lead strategic planning, facility planning and integrated consensus building across ATO Service Units.
