JOB FUNCTION:

Responsible for supporting the initiatives of the Safety and Emergency Planning and Preparedness (EPP) Division. Accurately and timely tracks and reports Safety and EPP program performance indicators, such as trending leading indicators, training, emergency events, and electrical utility best practice utilizing software, database, spreadsheet applications, and other tools. Maintains, monitors, analyzes and synthesizes data from various sources, including safety events reported through the SAP Environmental Health and Safety Management system, and use findings to optimize processes and develop stronger, more effective business strategies to enhance the organization’s safety culture. Supports the department in the planning, development, monitoring, communication, and implementation of Safety and EPP programs and policies to ensure compliance with federal, state, and local occupational safety and health laws, regulations, codes, and standards.

ESSENTIAL FUNCTIONS:

  • Gathers requirements, develops metrics, retrieves data, and ensures validity of results. Tracks information within division software and other related databases. Leads, creates, and validates reports and dashboards to best communicate data and performance of programs and initiatives . Develops appropriate data solutions (dashboards, reports, tools) and data analysis for the measurement of processes and outcomes. Develops and prepare scorecards, dashboards and summary reports showing high-level results and trends appropriate for different internal and external audiences. Conducts cross-validation, data cleansing and quality checks for extracted data. Trains stakeholders on how to interpret reports and data, as necessary, using the appropriate level for the intended audience.

  • Interprets and analyzes raw data to identify trends, patterns, anomalies, and other helpful information for key decision making to enhance and improve safety programs and culture. Performs complex data mining for new business insights; interpret data; draw conclusions; communicate findings to relevant stakeholders . Use data to develop and optimize strategies and processes, increase efficiency, quality, and ensure compliance. Recommends, implements, and audits best practices related to data usage, reporting standards, dashboard formats, visualization style, and analysis methods. Compile monthly safety tracking data report for management. Produces other safety reports as needed.

  • Creates and maintains Safety and EPP related Power BI, Power Apps, and SharePoint sites. Collaborates with IT and business units to advance Safety and EPP reporting capabilities and improve accuracy of data. Assists the Safety Program Manager and Safety and EPP Managers with computer-related tasks. Works with power users and end users in developing appropriate reports. Leads mapping/blueprinting, testing, and evaluation of new software and software updates and fixes that is vital to the success of the organization’s safety culture and its programs and policies. Leads troubleshooting and debugging efforts.

  • Coordinates the production of the division safety alerts/notices and newsletter. Ensures compliance with occupational health and safety reporting requirements, such as complete required regulatory forms and reporting (e.g., OSHA 300A, 300, and 301) and recordkeeping requirements.

  • Supports the Managers in the development of systems, processes, and procedures to facilitate the smooth and effective functioning of the Division. In support of continuous improvement goals and objectives, participates in projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials. Serves as a role model for continuous improvement behaviors.

  • Performs related duties as necessary to achieve the objectives of the position.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Bachelor’s degree in an analytical or technical field (e.g., Data Science/Analytics, Statistics, Applied Math, Computer Science, Business, IT) or related field of study from an accredited college or university.

  • Safety knowledge: Maintains knowledge of safety/risk management in electric utility, general industry, construction, or public works; knowledge of principles, practices, trends and theories of employee safety and risk management; hazard identification and mitigation; program development and administration including evaluation and analysis.

  • Regulatory awareness: Working knowledge of OSHA/workplace Safety rules and regulations.

  • Willingness to become proficient in applying and adhering to applicable Department of Transportation, Department of Health, Public Utility Commission, National Institute for Occupational Safety and Health, National Fire Safety Code, State of Hawaii and City and County, various ANSI standards, and general electrical utility safety & health practices, rules and regulations.,.

  • Data analysis and reporting: Performs data analysis and collaborate on technical reports and policy/procedure writing. Experience working to extract and transform data for reporting and analysis.

  • Visualization (Power BI, Power Apps, etc.): A dvanced skills in a best-in-class data visualization tool to include data preparation, rationalization of visualization type, standard charting, filtering, navigation, dashboard creation, and deep understanding of user interface and effective presentation is preferred.

  • Software proficiency: Demonstrates strong proficiency in Microsoft office software applications, such as Word, Outlook, Excel (graphing, Pivot Tables, multi-sheet references, basic statistical modeling and analysis), PowerPoint, Teams, and SharePoint, and other common office software. Experience with SAP is also preferred, including Learning Management System (LMS).

  • Emergency response: Knowledge or training in National Incident Management System (NIMS) and the Incident Command System (ICS).

Basic ability to conceptualize new ideas and deal effectively with incomplete, inconsistent, or conflicting information.

  • Presentation: Demonstrates excellent data storytelling skills through outstanding presentation and communication to share findings in an understandable and actionable manner tailored to audience at all levels of the company.

  • Communication: Excellent oral and written communication skills and effective technical writing ability. Must be an effective communicator, a motivator of people, a resource and proactive professional. Requires working with management to develop clearly defined, communicated and understood safety goals in alignment with corporate safety strategies and program. Employee represents the company in a professional manner with outside agencies, vendors, government officials, etc.

  • Team Member: Functions effectively in a team environment and contribute to team process and decision-making.

  • Ability to analyze department and program needs and effectively articulates technical challenges and solutions; make arithmetic computations using whole numbers, fractions and decimals, rates, ratios, and percentages.

  • Personal: Operates as a self-starter with a clear ability to research, plan, organize, execute and report on work with little supervision. Plan, prioritize, schedule, and manage time and work to complete tasks and meet deadlines, while handling multiple assignments and remaining flexible and adapting to changing priorities.

  • Interpersonal: Must be able to work with all employees, various federal state, and county officials and with union representatives.

  • Demonstrates a high attention to detail.

    Experience Requirements

  • Several years – 4+ years of experience in data analytics and reporting, to include experience in advance data analysis techniques and data visualization tools . A bachelor’s degree may be substituted for up to 4 years of experience.

  • A few (1-2) years of experience in electric utility, construction industry, equivalent or in the general work environment.
