Naval Facilities Engineering Command SPECIFICATION WRITER (FSC) in Honolulu, Hawaii

Summary You will serve as a Specification Writer (FSC) in the Naval Facilities Engineering Command Hawii in Operations Officer of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will analyze work plans and the status of work in relation to overall schedule requirements. You will advise others on how to run a successful property management program. You will conduct pre-award surveys to evaluate contractor performance of ships construction, overhaul, or repair. You will determine adequacy of contractor advance planning products to identify procurement issues. You will prepare and present recommendations, deliver and develop briefings, internal operating guides and training modules for GCPC agents You will review input of technicians and develop training requirements accordingly to ensure that property management technicians maintain a proficient level of work. You will collaborate with others to advise as recognized technical authority for accomplishment of work-related activities. You will act as a liaison between various departments to resolve matters pertaining to acquisition and material management. You will analyze variance reports to identify scheduling problems and recommend solutions. You will identify actual and potential problems in accomplishing ship repair work and take or propose corrective action. You will perform strategic planning, both-long term and short term, to identify future initiatives or to improve and take advantage of emerging business opportunities. You will plan and implement cost reduction processes or programs to identify unnecessary costs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in preparing contract documents (i.e., specifications, attachments, cost estimates, etc.) for facilities support contracts in support of sustainment, utilities, facilities services, environmental, transportation, and various base operation support service requirements; 2) Applying industrial engineering practices for defining customer requirements and translating to performance based specifications; and 3) Evaluating price/cost data for a variety of procurement actions to prepare cost analysis and estimate reports. Bending, climbing and crawling are required on site visits to inspect existing facilities. Driving is required for site and customer visits. WORK ENVIRONMENT The work is primarily performed in well-lighted heated/air-conditioned office areas, conference rooms, and similar environments. The work does require traveling to contractor and customer facilities for job condition assesments. These visit are subject to season weather conditions. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
