JOB SUMMARY This position is responsible for supporting Community Development and administering County land use and building code, Short Term Rental (STR) and Code Compliance programs, providing planning and zoning review of building applications, addressing and resolving compliance issues for Community Development

ESSENTIAL JOB FUNCTIONS Schedules and processes zoning and building permit reviews. Reviews building permit applications and performs small building permit plan review, performs field zoning inspections and applicable building permit inspections and development review to determine compliance with County regulations such as proper setback, color, building materials, site placement and similar features. Manages the work flow within the office. Reviews incoming building plans; performs first review of site plans, architectural plans, structural plans and foundation plans for ICC code compliance; assesses the submittal packet along with the building plans for compliance to zoning regulation as well as water, sewer and fire districts requirements. Designs, develops and updates handouts and checklists for developers and the public. Manages deposits, prepares vouchers, and performs monthly reconciliations for the Treasurer; tracks all revenue and submits monthly and annual reports. Provides support to other planners by assembling file packets, writing resolutions, develops and maintains automated tracking systems, hard copy files and records. Researches and compiles information on a variety of planning issues from multiple sources. Researches, maintains and disseminates historical records. Prepares public notices and assists with mailings. Prepares maps, charts, tables of limited complexity. Administers the Short-Term Rental (STR) program to ensure that rental activity is in compliance with the terms, conditions and requirements of the County's short term rental regulations. Conducts field inspections and posts notices as appropriate. Searches land ownership records for current and past ownership of land in the County; uses GIS and Assessor's records. Researches and analyzes land use and building code issues. Receives complaint information from the general public and other agencies regarding potential building code, land use code, sign code, junk, short term rental code violations. Investigates and processes zoning, building code, blight (junk), short term rental violations; issues letters of violation, coordinates compliance and performs site inspections. Documents and develops case files; assembles information and records specific to each case or complaint; logs complaint cases into computer tracking system. Provides general administrative support; types reports, handles certified mail, delivers reports and data to the Community Development Director Provides general customer service for the Department; answers the telephone and schedules appointments for planning and zoning inquiries and applications. Acts as liaison with other departments regarding code violations and enforcement issues. Performs other related job duties as assigned.
