Senior Building Maintenance and Construction Supervisor Grade 23 Salary Range: $58,718.40 ($28.23 hr) - $63,544.00 ($30.55 hr)

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform supervisory, skilled, and manual work functions associated with construction, maintenance and repair of county facilities, buildings, equipment, and grounds.

MINIMUM QUALIFICATIONS

High school diploma or GED required, supplemented by vocational/technical school training in various trades related to construction, maintenance and repair of buildings and related systems (such as carpentry, electrical, mechanical, plumbing, masonry, roofing, HVAC, and general construction); three years of experience in general or specialized facilities maintenance/repair work, building construction, or a related field; or any equivalent combination of education; training and experience which provides the requisite knowledge, skills, and abilities for this job. Supervisory experience preferred. Must possess and maintain a valid Georgia Driver’s License. May be required to possess and maintain valid Refrigerant Type I certification.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Supervises the work of semi-skilled and/or skilled workers and engages in construction, maintenance, and repair projects.

  • Supervises and evaluates assigned staff, directs work, processes employee concerns and problems, counsels, and disciplines, and completes employee performance appraisals.

  • Plans, supervises, and participates in activities related to construction, maintenance and repair of county facilities, buildings, equipment, and grounds; plans/coordinates departmental projects and activities; organizes/prioritizes departmental workload and makes work assignments.

  • Prepares estimates of times, materials and labor required for projects.

  • Coordinates departmental projects and activities in conjunction with private contractors, subcontractors, other county departments, outside agencies, and other related parties.

  • Plans, supervises, and participates in remodeling/construction projects; draws preliminary plans; requests quotes from contractors and suppliers; evaluates bids; performs general construction/remodeling functions (e.g., removing interior walls, hanging/finishing drywalls; installing suspended ceilings; installing windows and doors; pouring concrete forms; etc.).

  • Performs general repair and maintenance work on buildings and related systems (e.g., air conditioning, heating, boilers, plumbing, electrical, lighting); repairs/maintains appliances and equipment; inspects buildings and equipment to identify needed repairs.

  • Performs various skilled labor/repair functions such as carpentry, electrical, mechanical, plumbing, welding, sheet metal work, masonry, roofing, air conditioning, refrigeration, painting, etc.

  • Performs routine and preventive maintenance tasks as needed (e.g., repairing lock systems, changing air filters; cleaning condenser coils, changing light bulbs and ballast; repairing/replacing door hardware; etc.)

  • Test machinery, equipment, and parts for proper operations.

  • Operates a variety of equipment, machinery and tools associated with construction, maintenance and repair of county facilities (e.g., motor vehicle, dump truck and other heavy equipment, man lift, bucket lift, HVAC systems, boilers, pumps, exhaust fans, water heater, cement mixer, planer, cutting torch, power saw, skill saw, router, drill, drill press, spray gun, pick axe, shovel, transit, mechanic tools, carpentry tools, plumbing tools, electrician tools, drafting instruments, etc.)

  • Determines materials and supplies needed for projects, coordinates availability of necessary materials.

  • Maintains inventory of departmental equipment, materials and supplies, initiates request for new or replacement materials.

  • Completes various forms, reports, work orders, or other documents; forwards as appropriate or maintains for reference.

  • Receives various reports, forms, diagrams, and other documentation; reviews, processes, or forwards as appropriate; maintains documentation for reference.

  • Reads/interprets blueprints, architectural plans, construction drawings, and electrical diagrams.

  • Communicates via telephone, text, and/or by email; provides information; takes and relays messages and/or directs calls to appropriate personnel; responds to requests for service.

  • Responds to routine requests for information or assistance from members of the staff, the public or other individuals.

ADDITIONAL FUNCTIONS

  • Stands-in for Department Head when needed.

  • Assists in creating and maintaining the Public Buildings operating budget.

  • Assists in creating and maintaining the Public Buildings SPLOST budget.

  • Operates/maintains a motor vehicle in conjunction with performance of duties.

  • Performs miscellaneous tasks/errands as assigned (e.g., running cables, wires, or telephone lines; moving furniture; assembling equipment/furniture; hanging pictures, etc.)

  • Performs general cleaning/housekeeping tasks associated with conducting repair projects and maintaining shop areas.

  • Provides assistance to other positions as needed.

  • Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the trades(s) required in the construction, maintenance and repair of buildings, and systems; knowledge of laws and regulations pertaining to construction, maintenance and repair of buildings and systems; knowledge of the principles, practices, standards and methods of conducting related construction, maintenance and repair of buildings and systems, knowledge of standard and specialized equipment and tools used in construction, maintenance and repair of buildings and systems; knowledge of the availability and procurement of materials, parts and supplies; knowledge of occupational hazards and safety techniques; knowledge of departmental functions, organizations, and policies; knowledge of the principles of supervision; knowledge of business mathematics; knowledge of standard office practices and procedures.

Skill in performing the functions of the trade(s) required in the construction, maintenance and repair of buildings and systems; skill in the use and care of the various standard and specialized equipment and tools used in construction, maintenance and repair of buildings and systems; and skill in driving.

Ability to be effective in assigned area; ability to perform a variety of construction, maintenance and repair functions related to buildings and systems; ability to read and interpret blueprints, architectural plans, construction drawings, and electrical diagrams; ability to operate the various specialized and standard machinery, equipment and tools related to construction, maintenance and repair of buildings and systems; ability to understand and explain departmental policies, procedures, rules and regulations; ability to organize work activities and establish priorities; ability to plan and coordinate work projects and work schedules; ability to assess situations and make appropriate decisions; ability to carry out work with minimal supervision; ability to understand and follow complex written and oral instructions; ability to communicate effectively both orally and in writing; ability to prepare reports and maintain records; ability to establish and maintain effective working relationships with employees, contractors and the general public; ability to perform required mathematical calculations, ability to operate standard office equipment; ability to operate a motor vehicle; ability to operate radio equipment; ability to perform manual work functions; ability to stoop, kneel, climb, or otherwise physically maneuver with equipment and on work projects; ability to safely lift and/or carry weights of up to 100 pounds.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be able to operate a variety of equipment, machinery and tools which may include a motor vehicle, heavy equipment, main lift, bucket lift, HVAC systems, boilers, pumps, exhaust fans, water heater, cement mixer, planner, cutting torch, power saw, skill saw, router, drill, drill press, spray gun, pick axe, shovel, transit, mechanic tools, carpentry tools, plumbing tools, electrician tools, drafting instruments, calculator, two-way radio, telephone, etc. Physical demand requirements are at levels of those for very heavy work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, blueprints, diagrams, construction drawings and reference materials and operational manuals. Operate computer software as pertaining to HVAC systems.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange mechanical, electrical and construction information, including giving assignments and/or directions to co-workers or assistants as well as communicating with the general public.

LANGUAGE ABILITY: Requires ability to read a variety of mechanical, electrical, and construction-related documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write job-related documentation with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

INTELLIGENCE: Requires the ability to learn and understand complex mechanical, electrical and construction-related principles, and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide totals; determines percentages; determines time and weight; and interpret statistical data.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment and to operate motor vehicles.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: Requires the ability to discern color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.
