What You'll Be Doing
Job Summary:
The Construction Manager (CM), is an excellent opportunity for someone having experience in managing the construction programs/projects for the infrastructure, maintenance, reliability, and growth in a Chemical Plant or Refinery setting.
The successful candidate will be adept at driving a portfolio of multiple projects in execution/construction phase, with an eye for managing cost, scope, schedule, and internal reporting requirements. He/ She will use their strong organizational savvy and relationship building skills to influence both internal and external resources, producing tangible results.
Under broad direction from the Director, Capital Projects this individual has the responsibility, accountability, and authority to manage the construction of all projects and turnover to operations team and partner with project managers to achieve project objectives.

Primary responsibilities will include but not be limited to:
The construction manager has the overall accountability for the management and administration of in-house construction contractor and contracts of all projects construction
The Construction Manager develops and leads the construction management work processes, demonstrates competency with directing teams, staffing, hiring, planning and construction execution on their assigned projects
The CM has the primary accountability to ensure that construction of all capital projects meet the EHSS, quality, schedule, and cost requirements
This role lead the construction discipline and serve the construction program manager
Requires in-depth conceptual and practical knowledge in construction job discipline and basic knowledge of related job disciplines
Facilitates safety and constructability reviews on all projects
Champion the use of construction safety best practices and drive to a zero-incident safety culture on all projects
Knowledge on all life critical standards and able to plan construction activities based on these requirements.
Leads the construction management staff on all projects in construction phase, including visible, proactive leadership in all matters related to safety, quality, schedule and cost
Develop construction management plans along with site construction contractor to identify construction resource needs /hiring plans for specific projects.
Ensure that project budget reflects the plan and work with Capital portfolio managers/Project Mangers to find the resolution, if discrepancies arise
Provide construction expertise and constructability reviews in the Front-End Loading (FEL) of a project to minimize construction costs through proper planning sessions and construction readiness assessments with project team.
Knowledge with practice of construction work areas (CWA) and the installation Work Packages (IWP). Advocates use on projects for creating value.
Provide inputs to the contract labor strategy – Lump Sum Vs Time and Material or a hybrid contract.
Administer the construction contracts using construction management work process discipline.
Strong knowledge in the application of construction change orders and contract administration. Experience Cost Management Tools for change orders, developing and implementing the construction work processes.
Ability to manage multiple construction contract companies, deliver EHS performance, resolve claims and monitor/control labor costs.
Ability to evaluate construction contractors, developing and establishing the construction KPIs, evaluate contractor schedules, for productivity and earned values (Earned Value Metrics/EVMs)
Assist in the development of integrated schedules (engineering, construction, and Turnarounds). Ensure that construction schedules are met or that discrepancies are communicated timely to the management.
Minimize start-up and operability issues using construction quality plans.
Drives the utilization of construction Industry best practices on all projects and advocates for advance solutions and industry technology where it can add value, minimize construction cost, and improve safety in project executions.
Facilitate and lead construction management or work improvement teams.
Ability to lead a cross discipline team towards a common goal/objectives

Ideal Background
Education: High School diploma or equivalent is required. Bachelor of Science degree in Construction Science, Building Science or Engineering related field from an accredited university required, Masters degree preferred.
Licensing: General Contractors License is highly preferred.
Experience: This position requires 10+ years of relevant experience in construction management in either the Chemical and/or Refining industry. Experience must include time with operating/owner company. Experience in any field execution role with the responsibility of overseeing/management/supervising contractors
Required Knowledge, Skills, and Abilities:
Experience in a Brown Field Projects
Quality assurance experience within a Construction Management and experience in cost tracking and change management
Strong written and verbal communication skills
Ability to interpret/read engineering drawings, blueprints, specifications, and additional project documents.
Must have strong multi-tasking, problem solving and time management skills.
Demonstrate leadership skills- inspire others and lead them through influence.
A self-starter who can identify, prioritize and accomplish multiple tasks
Able to work within an empowered team environment.
A minimum bachelor’s degree in engineering or construction management
Proficiency in Microsoft applications, such as power point and excel, and can learn new systems quickly.
This is a day shift, but you must be able to work as demanded by critical projects.
Possession of a TWIC card or eligibility to obtain a TWIC card required for this position
A minimum requirement for this US Based position is the ability to work legally in the United States
Last but not the least, experience managing construction for projects small $500M to $50MM
Physical Requirements:
Ability to sit, stand or walk for long periods of time.
Ability to perform work outdoors in hot or cold climates.
Ability to perform duties while wearing personal protective equipment such as a fire-retardant jumpsuit, safety glasses, ear plugs and hard hat.
