DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

HHD seeks a Contract Administrators for our Bureau of HIV/STD and Viral Hepatitis Prevention. These positions will report to the HIV Prevention Manager and will serve as primary contacts for HIV/STD/Viral Hepatitis prevention subrecipients primarily funded through a cooperative agreement with the US HHS Centers for Disease Control and Prevention (CDC). The successful applicants will manage a variety of contracted subrecipients in specialized public health area(s) to enhance prevention, care and support services within the City of Houston and Harris County. The Bureau’s current subrecipient contract portfolio is approximately $2 million consisting of approximately 10 subrecipient agencies.

Job duties and responsibilities of this position include, but are not limited to, the following:

  • Develop subrecipient and consultant annual contract packages (budget, scope of work, exhibits, etc.)

  • Coordinate the annual contract negotiation process

  • Serve as primary contact for all correspondence to subrecipients and contractors

  • Serve as program liaison to hospitals, correctional or other facilities

  • Identify and establish rapport with key individuals at each assigned subrecipient

  • Coordinate annual site visits which include both programmatic and fiscal monitoring

  • Coordinate the bi-annual contract compliance review process

  • Follow up with management on contract compliance issues

  • Review, approve, and process monthly invoice payments

  • Track all subrecipient expenditures on a monthly basis using an Invoice Tracking worksheet

  • Receive, review, and process quarterly program narrative reports from subrecipients

  • Identify capacity building and technical assistance needs of each assigned subrecipient

  • Demonstrated experience working with professional and clinical staff

  • Ability to navigate within and among diverse institutions with competing priorities

  • Demonstrated cultural sensitivity and ability to work comfortably with communities highly impacted by HIV, including but not limited to Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals, gender non-conforming individuals, people who inject drugs, etc.

  • Proficiency with Microsoft Office programs and other basic email and web software

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc.

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.

EXPERIENCE REQUIREMENTS

Two (2) years of Contract Compliance experience are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

• Working knowledge of HIV (history, epidemiological profile, transmission, prevention, treatment, sociopolitical issues)

• Demonstrated experience working in the HIV prevention, care and/or treatment field

• Demonstrated experience working with Federally-funded HIV programs (e.g. CDC, HRSA, SAMHSA, etc.)

• Working knowledge of health policies and regulations impacting HIV prevention activities

• Working knowledge of program evaluation methodologies

• Excellent written, oral, presentation, facilitation and interpersonal skills

• Ability to handle and prioritize multiple, diverse assignments

• Ability to plan and carry out complex, multidisciplinary projects

SALARY INFORMATION GRANT FUNDED

Grants and Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
