DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Houston Water is a team of approximately 1,500 drinking water and wastewater professionals, including but not limited to operators, mechanics, engineers, scientists, planners, regulatory and business personnel. The City of Houston Water and Wastewater Utility is a regulated public health agency governed by federal and state laws. Our staff maintains professional licenses issued by the Texas Board of Professional Engineers, the Texas Commission on Environmental Quality and other public health agencies.

Houston Water’s Drinking Water Operations Branch is seeking a Contract Administrator to join their team. The Contract Administrator will perform contract administration duties for an assigned portfolio of City contracts utilized by Drinking Water Operations (DWO): The ideal candidate will possess the skills to interpret and analyze the terms and conditions of a contract, as well as monitor performance against contract requirements and obligations.

Duties include but are not limited to:

  • Track and monitor all contract activities: purchases, invoices, quotes, proofs of delivery (PODs), requests for encumbrances, report accruals.

  • Continuously monitor contract capacity and perform contract capacity reviews prior to each purchase.

  • Maintain and update various DWO contract reports on the shared folder.

  • Prepare and track requests for additions, deletions, and changes to CTR/UDR assignments.

  • Work with finance group and other City departments to resolve problems regarding agreements.

  • Works with operational personnel to ensure compliance with agreements.

  • Research contract issues and prepares information relating to contracts, agreements, and practices; drafts correspondence to various individuals relating to established agreements.

  • Interprets contract documents and assists in the resolution of disputes.

  • Coordinates the development of new contracts by working with the end users to develop the scope of services, fee schedule and other required documents.

  • Attend Pre-bid meetings, answer vendor questions, develop bid evaluation matrix.

  • Monitor new contracts and contract renewals throughout the entire development phase until the contract award.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc.

This is a Department of Houston Public Works Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS:

Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.

EXPERIENCE REQUIREMENTS:

Two (2) years of contract compliance experience are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

Preferences will be given to candidates with:

  • Strong written communication skills with the ability to create clear, concise, well-organized written documents with attention to detail.

  • Intermediate to advanced proficiency in Microsoft Office (Excel, Word, PowerPoint, etc.), DocuSign, Adobe Acrobat, SharePoint, SAP, and an ability to quickly grasp specialized software programs.

  • The ability to successfully manage multiple projects, priorities, and competing deadlines.

  • Procurement qualifications such as Certified Contract Manager (CTCM), Certified Contract Developer (CTCD), CPPO, CPPM or other equivalent professional procurement qualifications.

Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
