DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Houston Water is a team of approximately 1,500 drinking water and wastewater professionals, including but not limited to operators, mechanics, engineers, scientists, planners, regulatory and business personnel. The City of Houston Water and Wastewater Utility is a regulated public health agency governed by federal and state laws. Our staff maintains professional licenses issued by the Texas Board of Professional Engineers, the Texas Commission on Environmental Quality and other public health agencies.
This is a TIER 1 responsibility position with respect to disaster preparedness, response, and recovery. Most specifically, this means you are responsible for working and being available to work during a natural disaster or catastrophic event.
Asset Management and Planning: Develop and implement asset management strategies for electrical infrastructure. Plan maintenance, upgrades, and replacements to ensure long-term reliability. Coordinate with engineering teams to design and optimize electrical systems.
Resource Adequacy: Ensure sufficient capacity to meet electricity demand during normal and emergency conditions. Monitor power generation and transmission resources to prevent shortages or disruptions.
Operational Reliability: Maintain system stability by responding to unexpected events (e.g., outages, short circuits). Implement preventive and predictive maintenance programs to minimize downtime.
Resilience: Develop contingency plans for extreme weather, natural disasters, or other disruptions. Collaborate with emergency response teams to restore power promptly.
The Division Manager plays a critical role in ensuring reliable electrical services for Houston Water.

This is a Department of Houston Public Works Management position at the Tier I Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis
LICENSE REQUIREMENTS:
None.

Preference will be given to candidates who hold a valid Master Electrician License and a Contractor’s License
