DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Houston Health Department (HHD) is seeking a Division Manager to oversee the Department Purchasing Unit (DPU). As the leading purchasing representative of the department, this individual will be responsible for the developing a procurement strategy, oversight of high-volume daily purchasing operations for goods and services, and maintaining compliance with required local, state, and federal procurement laws. The Division Manager should have demonstrated experience in leading procurement activities, direct and indirect supervision of staff, government procurement policies and practices, and contract management.

The Division Manager responsibilities are:

• Develops, interprets, reviews and recommends new or improved City and/or departmental procurement policies and procedures to ensure economy and efficiency of operation.

• Researches, writes, evaluates and approves complex bid proposals, contracts and specifications for the purchasing of complex, high-tech and capital equipment, materials and services.

• Assigns work, trains and provides guidance to procurement staff, buyers and support staff.

• Establishes priorities and standards for procurement projects and contracts. Participates in pre-bid meetings and explains and interprets specifications and standards to vendors and department.

• Handles complex purchases in compliance with local, state, and federal procurement laws.

• Designs processes and systems utilizing technical tools to analyze data and increase responsiveness to material demands.

• Manages long-range purchase planning and needs analysis to simplify and standardize services and commodities and to reduce fiscal year procurement costs.

• Administers programs designed to promote participation by Minority/Women’s Business Enterprise (M/WBE) businesses in the City’s procurement program.

• Advises on the use of purchasing cooperatives.

The position is physically comfortable, the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to the activities of the division.

EXPERIENCE REQUIREMENTS

Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
