DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Cross-Connection Control Program aims to protect Houston’s seven drinking water systems from hazards that could contaminate the water supply through a cross-connection or backflow event. The Program conducts investigations at facilities where potential cross-connection hazards exist, educates the public about cross-connection control, and enforces state and uniform plumbing code requirements regarding backflow prevention.

This is a supervisory position. The candidate will oversee a team of Environmental Investigators tasked with enforcing City and State cross-connection control regulations.
Must appropriately interpret state laws, plumbing codes, and policies pertaining to cross-connection regulation.
Requires ability to identify and locate new and existing facilities with potential risk factors of cross-connections that can introduce hazards to Houston’s drinking water supply.
Perform audits on field staff investigation, vehicle, and daily reports.
Review, approve or reject investigation reports based on field procedure.
Assign HEAR plans and conduct HEAR reviews for direct reports.
On a quarterly basis, meet with direct reports to review individual performance measures.
Schedule team meetings to review safety topics, program updates, and changes in the industry.
Assist with generating key performance indicators reflecting the Program’s performance.
Ensure the field team is completing tasks as assigned.
Issue appropriate City of Houston disciplinary action to direct reports, if necessary.
Perform supervisor evaluations for new hires and/or field employees needing retraining.
Attend division and other program-related meetings.
Schedule and attend meetings with customers and testers to clarify the program’s regulatory procedures.
Respond to public inquiries and provide optimized solutions related to cross-connections.
May be required to assist field staff during special projects or State audits
WORKING CONDITIONS
This position may require lifting of moderately heavy items (up to 40 pounds) and/or long periods of field work. There are occasional minor discomforts from exposure to less-than-optimal temperature and air/odor conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Houston Public Works Department Emergency Management position at the Tier II Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
EXPERIENCE REQUIREMENTS
Three (3) years of pollution/environmental control experience is required.
LICENSE REQUIREMENTS
None.
PREFERENCES
Preference will be given to applicants with knowledge of water distribution systems and who possess previous investigative experience
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
