In addition to enjoying employee discounts, comprehensive benefit options and generous leave programs, City employees are a part of an institution that sets the trend for other organizations and states, while touching the lives, businesses, health, and well-being of all Houstonians. The Office of Business Opportunity plays an integral role in positively impacting the lives of Houstonians.
The Office of Business Opportunity’s (OBO) vision is to eliminate systemic barriers to prosperity and economic opportunity in the Greater Houston region. In addition, OBO administers programs and initiatives to address the employment needs of vulnerable Houstonians. OBO also administers the City's Pay or Play Program which aims to level the playing field and enhances fairness in the bid process between competing contractors as it relates to the provision of health benefits. Finally, OBO works to support citywide compliance with Title VI of the Civil Rights Act of 1964, ensuring equity in access to City programs, activities and services so that every citizen has the greatest opportunity to achieve and obtain the foundations necessary for self-sufficiency and success.
