Job Summary:
The Manager, Material Estimating is responsible for leading a team in the pricing and estimating for programs across the enterprise for externally sourced parts and services to effectively ensure low risk and accurate estimates for successful proposal/ROM submission across all Textron Systems’ businesses. This position requires a significant proactive interface with internal program managers, contracts and engineering to extract requirements including contractual flow-downs, bills of materials, scope of work documents and quality requirements. Proposal inputs may require FAR compliance and hence ensuring that estimating activity is consistently within the guidelines set forth in the Federal Acquisition Regulation (FAR), DoD FAR applicable government/customer regulations, processes and procedures. Responsibility also includes estimating processes, estimating tool management, expertise in assessment and use of industry tools for material escalation and lead time management. The responsible individual will be expected to represent the material estimates at leadership proposal reviews.
Key responsibilities:
Work closely with program management, engineering, and operations to ensure we meet the needs of the business in a fast paced and dynamic environment relating to pricing and estimating and compliance.
Perform detailed analysis, research industry benchmarks and indices, historical performance, etc. to ensure an accurate estimate of materials and services for proposals as well as best practices for a compliant work environment.
Participate and support proposal kick-off reviews. Proactively reach-out to internal customers on proposal initiatives.
Own inputs from supply chain as proposal inputs and work to create standardized templates.
Lead the team in preparing requests for quotes and requests for proposals.
Coordinate the centralizing, accessibility, and optimization of material estimates and their use across supply chain.
Drive proactive lean techniques and poka-yoke to optimize performance and reduce variation.
Streamline processes and tools for optimization.
Drive performance by establishing key supply management metrics and establishing accountability for meeting performance objectives.
Qualifications
Undergraduate 4 year degree (BS/BA in Business, Supply Chain, Finance, Accounting, Engineering, Operations or related business)
Minimum of 4 years relevant experience in procurement, strategic sourcing, supplier management, contracts or integrated supply chain operations
High integrity, credibility and character; is team focused
Proven leadership skills and a strong communicator and listener
Cultural flexibility and adaptability, collaborates well across organizations
Detailed and data-oriented
Customer-service oriented and flexible on schedule
Must be able to obtain Security Clearance
Preferred qualifications
Government contracting experience
Previous experience with Lean principles or Six Sigma certification
Experience in estimating systems
Knowledge of the FAR/DFARS

Textron’s compensation package includes competitive base pay and provides eligible employees with benefit programs. The pay range should be used as a general guide only. Compensation is based upon candidate experience and qualifications, as well as market and business considerations.
In compliance with the local pay transparency law, the pay range for this position is
$104,700 - $159,200 per year.
