THAAD Technical Subject Matter Expert

Incumbent will serve as a Missile Defense Agency THAAD Subject Matter Expert (SME). They will provide Air & Missile Defense Upper Tier operations advice and assistance, cleared by and at the direction of the MDA/KSA THAAD Case Manager (USG).

They will serve in an advise and assist role for MDA to the Kingdom of Saudi Arabia (KSA) Foreign Liaison Office (FLO) for all Terminal High Altitude Area Defense (THAAD) tactical, interoperability, and air defense program management operations. They will serve as the THAAD interoperability specialist, providing technical advice and assistance to the MDA/KSA THAAD FLO, cleared by and at the direction of the MDA/KSA THAAD Case Manager (USG). They will provide advice and assistance on THAAD lifecycle management, tactical and logistics operations, Foreign Military Sales (FMS) program development, planning, and implementation.

DUTIES AND RESPONSIBILITIES

At the direction of the MDA/KSA THAAD Case Manager, the MDA THAAD Technical SME will:

• Provide insight and knowledge regarding THAAD system emplacement, initialization, and operator / organizational level system maintenance and services

• Advise and assist on KSA THAAD Field and Sustainment maintenance

• Advise and assist in oversight of THAAD International Engineering Services Program (IESP)

• Advise and assist in oversight of KSA THAAD Missile Field Surveillance Program (FSP)

• Advise and assist in oversight of KSA THAAD Life Cycle Management

• Advise and assist in oversight of KSA Material Fielding Plan and Annexes

• Advise and assist on the technical requirements of Tactical and Peculiar Support Equipment (PSE) utilized at the THAAD battery

• Provide insight and knowledge in evaluating the effectiveness of IESP and FSP

• Assist KSA FLO’s in analyzing data & information provided by the US Government

• Advise and assist in developing and reviewing FMS Case Amendments

• Document discussions, positions, & decisions during FLO – US Government meetings

Required Qualifications

• 10+ years of THAAD operational experience (system employment, maintenance, defense design, training) at the battery or higher level

• Demonstrated willingness to work in a team environment and the ability to work independently while prioritizing and supporting multiple tasks

• Proficiency in Microsoft Office applications with strong presentation skills and capable of briefing audiences large or small of varying technical knowledge

• Ability to travel CONUS and OCONUS approximately four times a year

• Candidate must be a US Citizen

• Possess (and be able to maintain) a Secret Clearance

• Excellent written and verbal communication skills, strong social skills, and ability to build consensus among peers while building solid relationships with team members, leadership, and customers

Preferred Qualifications

• BA/BS in a technical or relevant area of study

• Experience supporting and understanding of the Foreign Military Sales process

• Experience with design, development, integration, and test of THAAD Weapon System

• THAAD Missile Defense system Technical leadership and/or Program Management experience
