Position:

The Idaho Department of Environmental Quality (DEQ) is hiring an Idaho Pollutant Discharge Elimination System (IPDES) Compliance Officer - Analyst 3 for the Idaho Falls Regional Office.

Salary Range: $29.75 - $33.71

Responsibilities:

This position oversees the compliance of the IPDES program in the Idaho Falls Regional Office.

Perform IPDES compliance activities:

• Inspect on-site facilities to determine compliance with National Pollutant Discharge Elimination System or IPDES permits, including recording information on electronic devices and uploading information to a central database.

• Review required reporting for compliance, such as discharge monitoring reports and other records.

• Determine compliance with IDPES rules and permit conditions.

• Complete reports, such as sewer overflow reports and inspection letters.

• Prepare documentation for enforcement actions when necessary.

• Participate in enforcement negotiations.

• Provide technical assistance to enhance and promote compliance.

• Review preliminary draft IPDES permits as assigned.

• Conduct permit hand-offs for new or modified permits.

• Participate in the development and enhancement of the statewide IPDES program.

• Investigate complaints regarding discharges to surface waters.

• Complete enforcement investigations and recommend solutions to resolve noncompliance.

• Initiate enforcement actions when appropriate.

• Develop enforcement referral documentation.

Program support:

• Maintain a working knowledge of the IPDES rules.

• Provide timely updates and status reports.

• Participate in ongoing discussions to improve customer service in the IPDES program.

Regional Office support and training:

• Assist with regional water quality sampling and fieldwork as assigned.

• Participate in public outreach and educational events.

• Attend regional conferences and professional trainings.

• Act as a Quality Assurance Officer for regional project plans as assigned.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Required Specialty Minimum Qualification

DEQ 3127 - Inspections - IPDES

Requires good knowledge of scientific principles regarding wastewater treatment, industrial wastewater management; AND/OR storm water management that has been gained through possession of a college degree in the biological sciences, chemistry, geology, environmental health/science, engineering, or a closely related field; AND two (2) years of full time work experience: Conducting wastewater and/or storm water inspections, including determining facility compliance with permits, applicable rules and statutes, and investigating citizen complaints as a major function of my job; OR Developing NPDES or IPDES permits for municipal or industrial sources at a governmental regulatory agency; OR Preparing NPDES or IPDES permit applications at a consulting firm; OR As a responsible charge operator of a major segment of a system at a Class II or higher system for wastewater treatment; OR Possession of an unrelated degree or a combination of education and experience equivalent to a four year undergraduate degree AND four (4) years of full time experience as described above. Education and Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty‐four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR each two (2) years of qualifying work experience as described in the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

Desired Specialty Minimum Qualification

DEQ 3137 - Environmental Rules and Regulations

Describe how you have gained two (2) years of experience involving interpretation and application of federal and/or state environmental rules and at least one (1) year experience developing guidance and/or policies.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.

• Ability to climb ladders, staircases, work on uneven terrain.

• Ability to lift and carry up to 50 pounds over rough terrain.

• Ability to work in adverse or inclement weather.

• Ability to work in extreme hot or cold temperatures both outside and inside.

• Ability to work on elevated instrument platforms, ladders, etc.

• Occasional travel required.

• May work in the vicinity of loud noise.

• May be required to travel and stay overnight in remote areas.

• May come into contact with hazardous waste/materials.
