Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Indian Head, Maryland
Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Senior Buyer/Simplified Acquisition Procedures (SAP) Contracting Officer) in the Contracts Department of NAVSURFWARCEN IH DIV located in Indian Head, MD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. Responsibilities You will serve as a Senior Buyer/Limited Warranted Contracting Officer in the Contracts Department, supporting simplified acquisition actions (SAP). You will ensure performance of all necessary actions for effective purchasing, ensuring compliance with the terms of the order, and safeguarding the interests of the United States in its contractual relationships. You will review short-term study or research projects, and services to be carried out by contractors or universities. You will ensure all critical information is included in solicitation packages. You will ensure electronic files are accurate and complete and always audit ready. You will solicit, evaluate, negotiate and award orders with commercial organizations, educational institutions, and non-profit organizations for furnishing of supplies and services. You will be utilizing all procurement methods to include competitive, sole source, open market, GSA, SEWP, and blank purchase agreements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS 09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the development of acquisition documents supporting Simplified Acquisition Procedures (SAP) to define and comply with the Government's needs and ensure adherence to Federal regulations. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.
