About Indiana Department of Environmental Management:

Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role Overview:

In this role, you would be responsible to perform activities as necessary to help the Permit Review Section achieve its goals as they relate to the overall strategic goals and objectives of the Permits Branch. As such, you would review applications for Air permit approvals which include MSOP, FESOP and Part 70 permits; and modifications, revisions and amendments to these permits. The employee is responsible for drafting these approvals, which includes drafting conditions that are practically enforceable and assure compliance with state and federal air pollution laws and regulations. The employee also researches state and federal guidance related to permitting and state and federal air pollution laws and regulations. The employee works with minimal direct supervision and follows general instructions concerning purpose and desired results, through consultation with the supervisor as needed.

Salary Statement:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Writes all levels of permit approvals expeditiously and with minimal error or guidance. The permit documents must include conditions that are practically enforceable and assure compliance with state and federal air pollution laws.

  • Writes complex permit approvals, including BACT and/or LAER evaluations for PSD, Nonattainment NSR permits, and state BACT requirements.

  • Researches state and federal guidance related to air pollution permitting and state and federal air pollution laws and regulations.

  • Coordinates with the Compliance and Enforcement Branch regarding monitoring, testing and enforcement.

  • Works closely with staff and management to foster a positive work environment, supportive of the agency mission and goals while promoting employee development.

  • Assists staff through mentoring and training.

  • Reviews draft permits from staff, as needed, and provides comment and guidance.

  • Responds to inquiries from citizens, regulated communities, environmental groups, attorneys, engineers and government officials.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Six (6) years work experience in an environmental or environmental public health field or accredited college training in a related field.

Related certifications and coursework may be considered for education or experience.

  • Broad knowledge of the environmental sciences as they relate to air pollution and its control.

  • Thorough knowledge of Federal and State laws, regulations, and policy guidance concerning air pollution permitting, control devices, and the Federal Clean Air Act.

  • Excellent research, writing, mathematics, and technical skills for preparing accurate, clear, and thorough air permit documents and associated calculations.

  • Ability to establish long and short term project management goals and objectives, and to plan and coordinate varied and changing operations to achieve those goals.

  • Ability to issue quality permits with the established deadlines.

  • Ability to establish relationships with IDEM staff, U.S. Environmental Protection Agency staff, company representatives, consultants, and the public.

  • Effective communication, both orally and in writing.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
