About the State Comptroller's Office:

The mission of the State Comptroller’s Office is to carry out the constitutional responsibilities of the Comptroller by: Informing the public about the Indiana State government’s finances; Maintaining the State’s financial records and reports and paying the State’s bills and employees accurately and efficiently; Taking a leadership role in the development of the State’s financial policy; Upholding the public’s trust and confidence by ensuring that Hoosier’s tax dollars are accounted for and spent transparently; Serving as a check and balance within the executive branch to sustain accountability among state and local governmental entities and; Providing quality customer service to all who conduct business with the State of Indiana.

Role Overview:

The Assistant Director will support the Director of Accounting & Reporting with the required financial reporting of the division, which may include setting the guidelines and deadlines for all reporting, compiling and reviewing all reports and then finalizing and submitting all financial reports on behalf of the Office of Indiana State Comptroller. The Assistant Director will collaborate with the Director and other supporting staff to coordinate with external agencies to compile data, and ensure all financial reporting is in accordance with generally accepted accounting principles. The Assistant Director will also serve as representative for local government entities to communicate, train and present office findings, updates and information to include settlement, bank reconciliations and others. The Assistant Director must have the ability to work independently, and in a group setting to brainstorm and collaborate to identify and execute a solution or improved process.

Salary Statement:

The salary for this position traditionally starts at $93,000.00 but may be commensurate with education or work experience.

A Day in the Life:

  • Accountable for daily operations within the Accounting & Reporting division, and reporting up to the Director with status updates, troubleshooting, and approvals when needed.

  • Manage the Accounting & Reporting and the Local Government section concerns when the Director is unavailable.

  • Coordinate with the Director and supporting staff to prepare reports, memos, letters, and other financial information, including the Annual Comprehensive Financial Report, Schedule of Expenditures Financial Report, Schedule of Expenditures of Federal Awards, and other financial reports as needed.

  • Create and prepare memos, letters, procedures, and other communications to facilitate Accounting & Reporting matters to internal and external customers.

  • Analyze financial data and information within the PeopleSoft Financials system to ensure accuracy in accordance with accounting standards and to resolve discrepancies.

  • Communicate with internal and external employees on Accounting & Reporting matters.

  • Coordinate with the Local Government section to address concerns and needs while serving as a representative for the Comptroller of State at meetings, conferences, forums, and training sessions.

  • Create and distribute communications for local government officials to address deadlines, deposits, and other requirements, along with creating and executing annual presentations to local government organizations.

  • Responsible for receipting and distributing funds to various local government entities accurately and timely.

  • Assist the Director in implementing new Governmental Accounting Standards Board standards with internal and external state employees.

  • Assist the Director in troubleshooting any issues or concerns that arise within the division.

  • Assist the Director in setting the yearly department goals, creating objectives to meet those goals, and milestone review tools to ensure goals are achieved in an appropriate timeframe.

  • Coordinate with the Director to create and maintain procedures and guidelines within the Accounting & Reporting section, while ensuring those materials are integrated and followed.

  • Assign, review, and counsel members of the division

  • Provide the Director with budget requests and recommendations, and prepare materials to justify requests. Execute budget requests once approved by higher-level supervisors.

  • Other duties as assigned.

What You'll Need for Success:

  • Bachelor’s degree in Accounting or related field plus 5 years of professional experience or 15 years of relevant professional experience

  • Understands Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) statements

  • Familiarity with the following systems is preferred but not required:

  • PeopleSoft Financials (Accounts Payable)

  • PeopleSoft Financials (General Ledger)

  • PeopleSoft Financials (Commitment Control)

  • Microsoft Office Suite

  • Indiana property tax billing, collections, and/or calculation experience preferred

  • State of Indiana licensed Certified Public Accountant (CPA) in good standing preferred

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
