About the Indiana Utility Regulatory Commission (IURC):

The Indiana Utility Regulatory Commission is an administrative agency that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the Commission is required by state statute to make decisions in the public interest to ensure the utilities provide safe and reliable service at just and reasonable rates.

Role Overview:

An Assistant General Counsel in the Office of General Counsel of the Indiana Utility Regulatory Commission (IURC or Commission) provides legal advice and expertise to the Commission in several areas, including utility compliance with existing laws and regulations, administrative law, contracts, procurement, rulemaking, and appellate law.

Salary Statement:

The salary for this position traditionally starts at $70,844 (Assistant General Counsel) or $83,037 (Senior Assistant General Counsel) but may be commensurate with education or work experience.

A Day in the Life:

  • Possessing and maintaining a Doctor of Jurisprudence and be a member of the Indiana State Bar, in good standing – applications will also be accepted from candidates who will be graduating from law school and taking the Indiana bar exam in 2024, contingent upon successful completion of both.

  • Demonstrating superior capabilities to communicate orally and in writing.

  • Exemplifying excellent organizational skills, in order to balance priorities and assignments.

  • Conducting legal research on issues faced by the Commission.

  • Drafting appellate briefs.

  • Drafting contracts.

  • Representing Commission staff in certain proceedings.

  • Ensuring compliance with public records requests.

  • Assisting with legislative inquiries.

  • Acting as legal liaison to Commission divisions.

  • Representing the Commission in regional meetings and processes.

What You'll Need for Success:

  • Excellent skills and proven proficiency at legal research and writing – applicant must provide a writing sample and a copy of the applicant’s law school transcript.

  • Knowledge of and experience with administrative law, statutory interpretation, Indiana Rules of Trial Procedure, and Indiana Rules of Evidence.

  • Ability and experience working productively with limited supervision in a collaborative setting.

  • Knowledge of and experience with State of Indiana contracts and procurement processes.

  • Knowledge of and experience with State of Indiana rulemaking procedures.

  • Knowledge of utility law and regulatory practices and procedures.

  • Knowledge of and experience pertaining to environmental issues.

  • Knowledge and experience pertaining to regional and federal energy issues.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
