Position Summary

To ensure the provision of safety and security of youth detained in the custody of Marion County Juvenile Detention Center. This will be implemented in such a manner as to assure youths’ day-by-day and moment-by-moment physical, emotional, and psychological safety. Ensures a humane environment by providing overall supervision of the detention center. Assists the superintendent with daily operations, including resident and staff management, audits, and compliance efforts, building maintenance, and external reporting. Attends and participates in collaborations with JDAI, IJDA, Probation, law enforcement, and the Department of Children’s Services. Enforces staff disciplinary measures. In the absence of the superintendent, assumes responsibility for all aspects of the operation of the entire facility.

Position Responsibilities

Responsible for the direct supervision of Youth Counselor Coordinator, Mental Health Clinicians Training, and DSYS positions. Approves time sheets for direct reports, approves leave requests, identifies training needs for direct reports and ensures those needs are met, and administers corrective action as required.

Provide leadership and support to facility staff, including training, mentoring, and performance evaluation. Promote a positive and professional work environment by addressing staff concerns and fostering teamwork.

Collaborate with the Superintendent and other stakeholders to develop and implement programs that support the rehabilitation and growth of residents. Monitor the effectiveness of programs and make recommendations for improvements.

Assists in the coordination and execution of daily operations to keep the facility in all applicable standards and compliance with DOC, PREA, ACA, ICJI, and JDAI standards.

Provides support for the building by inputting work orders for routine and emergency maintenance.

Conducts, documents, and manages facility-wide Emergency Drill program, including monthly fire drills, quarterly “man-down” drills, and annual mass casualty drills.

Assist with contract review and other areas involved with contracts.

Maintain clear and effective communication with the Superintendent, staff, residents, families, and external stakeholders.

Assist with interviewing new hires on the interview team. Generate salary for final review

Assist in the oversight of facility maintenance and security measures. Ensure that the physical environment is safe, secure, and conducive to rehabilitation.

Manages and monitors employee access and credentials for computer systems.

In the Superintendent’s absence, will serve as the point of contact for DCS or law enforcement.

Will serve on committees as needed.

Assist in conducting facility investigations into allegations.

Represent the facility in meetings with community partners, stakeholders, and external agencies. Foster positive relationships and collaborate on initiatives that benefit residents and the community.

Other duties as assigned.

Qualifications

Qualifications:

  • Bachelor’s degree in Criminal Justice, Social Work, Public Administration, or a related field is required. Master’s degree preferred.

  • Extensive experience in juvenile justice, corrections, or a related field, with at least three years in a supervisory or management role.

  • Strong knowledge of laws, regulations, and best practices in juvenile detention and rehabilitation.

  • Excellent leadership, communication, and interpersonal skills.

  • Ability to manage multiple priorities and make sound decisions under pressure.

  • Commitment to the rehabilitation and welfare of residents.

  • Proficiency in computer applications, including case management systems and Microsoft Office Suite.

Physical Demands:

  • Must be able to work in a secured facility environment.

  • Ability to respond to emergencies, which may include physical intervention.

  • Ability to work flexible hours, including evenings, weekends, and holidays as required.

Work Environment:

  • The work environment is primarily within a secured juvenile detention facility.

  • Exposure to potentially stressful situations due to the nature of the work with juveniles in detention.

Must be able to work any shift if needed.

Marion County residency is required within six months of the date of hire.

Salary enhancements for bi-lingual skills are applicable.
