Summary This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Responsibilities Prepares comprehensive reports and briefings to include narrative presentations with visual aids, as appropriate, that result from post­payment voucher reviews and annual field-level oversight reviews. Examines and analyzes pertinent records and substantiating documentation, to include but not limited to: travel vouchers (military and civilian), commercial account vouchers, disbursing vouchers, and other related finance transactional evidence. Serves as the primary SRO liaison on all finance related issues for assigned customer base, and is responsible to resolving problems and issues related to classified financial activities at the lowest possible level. Responsible for providing direct, technical advice and subject matter guidance to field finance offices and field personnel on methods for maintaining and reporting proper data flow. Monitors systems update cycles to identify potential problem trends. The analyst ensures problems are identified, isolated, and analyzed for system’s impact and timely resolution. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience examining and analyzing documents that support travel vouchers (military and civilian), commercial vendor account vouchers, disbursing vouchers, and other related finance transactional evidence for the purpose of determining the accuracy and propriety of payments One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience examining and analyzing documents that support travel vouchers (military and civilian), commercial vendor account vouchers, disbursing vouchers, and other related finance transactional evidence for the purpose of determining the accuracy and propriety of payments and the identification of abnormalities or problems, while ensuring compliance with regulations and other internal control requirements (JTR, DoD FMR, etc. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. There is no substitution of education for the qualifying experience at the GS-12 grade level. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education . IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program. This announcement will be used to fill positions with an entry grade of GS-11, or GS-12 with a target grade of GS-12.The minimum salary for grade GS-11 is $73,218, the maximum salary is $95,181.
