About Indiana Department of Environmental Management:

Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role Overview:

The Grants Management Division is responsible for the financial management of all agency grants. A Grants Division Manager is expected to ensure compliance and accuracy during the full lifecycle of the grant through the management of the Grant Analysts that are assigned to each of the program areas and serving as a resource to their colleagues and team throughout the agency. They are critical to the application process in compiling grant application documents and submitting them for consideration. The Grants Division Manager is also responsible for assisting in the reconciliation of all grants-related reporting.

Salary Statement:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Oversee the Grants Management team and manage their workflows and workloads within the finance department.

  • Review the processes of grant accounting to ensure that all transactions follow state/federal accounting regulations.

  • Prepare, examine, and analyze accounting records financial reports to assess compliance with procedural standards.

  • Analyze business operations, trends, costs, revenues, financial commitments, and obligations to project future revenues and expenses or to provide advice.

  • Formulate, interpret, compile and disseminates all policies and procedures related to the program.

  • Act as a technical consultant to the entire staff, clarifying and interpreting all procedures, providing reference and resolving disputed issues.

  • Manage workflow to aggressively process transactions in an accurate and timely manner.

  • Prioritize work within a unit to ensure that deadlines are met. This includes the assessment of transactions needing emergency processing.

  • Advise the appointing authority, controller, and/or supervisor of the status of all accounts.

  • Develop policies and procedures to ensure accuracy, efficiency, and effectiveness.

  • Reconcile complex discrepancies between accounts and notifies the appropriate department or supervisor of errors.

  • Reconcile and balance grant project accounting.

  • Serve as liaison between agency and the federal government or other funding source for assigned account.

  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Extensive knowledge of PeopleSoft Financials and Project Costing Modules

  • Extensive knowledge of Federal & State Regulations regarding GAAP Accounting, Federal & State

  • Extensive Knowledge of Federal and State of Indiana Grant Guidelines and Uniform Grant Compliance.

  • Extensive knowledge of Management, Accounting/ Bookkeeping, Business Writing for financial policies and procedures.

  • Extensive knowledge of Microsoft Office Suite, especially Microsoft Excel.

  • Extensive knowledge of the State Personnel Department rules, regulations and policies and the ability to apply them in management of staff.

  • Extensive understanding of agency goals & objectives.

  • Ability to analyze and audit accounts, records, transactions, and reports.

  • Ability to prepare budgets.

  • Ability to delegate work, set clear direction, and manage and organize workflow.

  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
