Position Summary
This position is responsible for helping oversee coordination, planning, and operations of all administrative processes. Reporting to the Chief Financial Officer, this position assists with key administrative functions, but also lends support across the shelter for cross-collaborative functions. Examples include maintaining inventory, overseeing IT systems and data reporting, coordinating programming and procurement with philanthropic partners, and special projects. Manages administrative support functions for a variety of human resources and procurement tasks. Incumbent in this position has considerable judgment, latitude, and authority regarding working practices, policies, and procedures.

The purpose and mission of Animal Care Services is advocating animal welfare, increase diversion and adoption from the animal shelter. The agency does this by protecting and promoting the health, safety, and welfare of pets and livestock in Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.

Position Responsibilities
Collaborates with Chief Financial Officer to formulate administrative, financial, and office management policies, procedures, and strategies.
Assists Chief Financial Officer in all payroll and timekeeping duties for executive, hourly, salaried, union, and non-union agency roles. This includes creating and analyzing reports and making reconciliations.
Assists Chief Financial Officer in overseeing procurement and ordering functions on behalf of agency, including maintaining shelter inventory of supplies, medications, and uniform ordering.
Assists Chief Financial Officer in vendor management, including ensuring accurate invoicing and payments for contract services.
Assists Chief Financial Officer with management of IT systems, including data reporting and coordinating with city IT agency on development projects and maintenance.
Oversees special projects on behalf of agency, especially cross-collaborative projects spanning multiple divisions.
Responsible for completing on-boarding and off-boarding processes.
Leads the hiring process for the department by creating job postings and assisting HR when needed on external recruitment efforts.

Qualifications
Bachelor’s degree in business or public administration, or related field with three (3) years of previous experience. One (1) year of experience may be substituted for each required year of education with at least four (4) years of work experience. Must have three (3) years of experience in an administrative role with progressive responsibilities. Preference for experience in animal welfare. Strong attention to detail interpersonal skills. Strong verbal and written communication. Ability to create and edit reports or presentations as needed.
