Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET TECHNICIAN, Position Description Number T5601000 and is part of the PA Deputy Chief of Staff G4, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a BUDGET TECHNICIAN, GS-0561-07, you will develop and recommend procedures, objectives and processes pertaining to preparation and execution of the organizational budget. Review, edit and ensure accuracy of reports prior to release to management officials. Maintain contact with staff personnel within other divisions and other military installations for coordination on budgetary matters. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG employees at the Deputy Chief of Staff for Logistics AOC B: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, State Surface Maintenance Office FMS's 2, 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) AOC C: NG Employees of the Pennsylvania National Guard AOC D: All Service Members of the Pennsylvania National Guard and those claiming Veterans Preference AOC E: Federal Employees in an Agency outside of the Pennsylvania National Guard AOC F: U.S. Citizen Applicants Applicants who meet one of the DoD Priority Placement Program (PPP) categories below are eligible to apply with this preference. GENERAL EXPERIENCE: Collecting and analyzing data effectively, efficiently, and accurately. Presenting formal training presentations and briefings; and applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Application must indicate least 12 months of basic finance budget training or competencies (skills, knowledge, abilities, and behaviors) that provided knowledge of financial principles and procedures. Candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
