Northrop Grumman’s Aeronautics Systems sector has an opening for a Program Manager 2 to support our Aerospace Structures Business Unit. This selected candidate will join our leadership team of qualified, diverse individuals onsite in Iuka, Mississippi.

This position will manage the cost, schedule and technical performance of contract(s) and lead shaping program requirements for follow-on efforts. You will act as primary customer interface for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Additionally, they will establish and manage milestones and monitor adherence to master plans and schedules, identify program risks and opportunities, and obtain solutions, such as allocation of resources or changing contractual specifications. This leader will also direct and manage the work of employees assigned to the program from technical, operations and administrative.

A successful candidate must have a record of achieving successful outcomes by leading diverse technical teams, navigating internal processes, communicating with customers, creating a work environment that engages our employees, managing suppliers, bringing clarity and clear direction to ambiguous situations, excelling in the fundamentals of program management and perceptive use of predictive metrics.

Roles and Responsibilities:

The ideal candidate will have strong team building skills, exhibit strong leadership potential, and possess comprehensive verbal and written communication/presentation skills.

  • Responsible for tracking and presenting cost, schedule, and technical performance of the program.

  • Provide profit and loss leadership by actively managing a highly complex program across multiple sites, scaling for high-rate production to achieve completion within cost and schedule

  • Manage the cost, schedule and technical performance of scope across multiple agile release teams while integrating an Integrated Product Team (IPT) structure

  • Responsible for overseeing and managing the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management

  • Work with team to develop efficient and effective proposal execution plans in response to complex solicitations from customers

  • Lead collaborative, engaged teams to develop basis of estimates, statements of work, and compliant proposals that effectively represent our strategy and baseline

  • Ensure adherence to schedule, and continually manage risk to address volatility in proposal requirements, deadlines, and our offering

  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives

  • Interface as the lead with internal and external customers and company support organizations

  • Assemble input for proposal efforts into submittal format including pricing and ground rules and assumptions

  • Expected to interface with production leads and support groups to ensure issues are being addressed and driving team to completion of tasks on time to support schedule

  • Performs complex tasks and participates in determining objectives of assignment. Plan schedules and arranges own activities in accomplishing objectives

  • The ability to recognize and respond to executive and customer goals to rapidly develop outcomes supporting program objectives

  • Work in a collaborative team environment

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools

  • Ensure effective identification and management of issues, risks and opportunities

  • Drive issues and decisions to closure considering competing points of view, constraints, customer/stakeholder priorities and company strategic objectives

  • Submission of program performance in internal reporting systems (i.e. IPRS)

  • Lead the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Basic Qualifications:

  • Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions

  • Ability to obtain and maintain a DOD Secret Clearance prior to commencement of employment

  • Ability to obtain and maintain a Special Access Program (SAP) clearance within a reasonable period of time as determined by the needs of the business

  • Experience with composite materials and large-scale assembly operations

  • Experience leading the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Preferred Qualifications:

  • Knowledge of earned value management and capture management (EVMS)

  • SAP knowledge

  • Knowledge in Risk, Issues, and Opportunity management

  • Knowledge in Affordability process management

  • Experience leading, and directing activities of team members through execution of a formal proposal process

  • Knowledge of pricing and proposals and familiarity with the U.S. Government’s acquisition process, including procurement regulations (FAR/DFAR)

Salary Range: $124,200 - $186,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
