Job Description

The Office of Administrative Services Department is actively seeking a Purchasing Analyst.

This is professional work that involves the analysis and execution of government procurement actions, to include contract administration. Work requires a basic understanding and application of purchasing theories, principles, and procurement best practices that are usually gained though degree granting schools, or an equivalent level of practical knowledge gained though experience. May schedule, distribute, oversee, and guide the work of others. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others’ points of view that are required to influence behavior, change an opinion, or turn a situation around. The procurement work is standardized in that tasks are covered by substantially diversified procedures and specialized government standards and because of the changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The procurement work involves differing situations requiring use of judgment in search for solutions or new applications within one’s known experiences. Work is performed in an office environment and the physical demands consist mainly of sitting or standing for extended periods of time and occasionally lifting and moving moderate to heavy objects. Operates standard office equipment such as a personal computer. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards and /or well-defined policies and the worker plans and organizes the work, determines their own priorities and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies.

Examples of Work

EXAMPLES OF WORK: (not intended to be all inclusive)

  • Plans, conducts, and participates in studies of the organizational components of the purchasing division and its functions in order to design, develop and recommend improved policies, procedures, organizational work methods, forms, and other management tools.

  • Develops standard solicitation documents terms and conditions and assures proper execution in compliance with policies and procedures.

  • Reviews open-market requests with customers and recommends changes or substitutions when necessary to reduce cost, improve quality and/or facilitate delivery.

  • Creates and manages source agreements for awarded goods and services.

  • Processes purchase orders, change orders and single source requests in Oracle Fusion

  • Reviews specifications for competitiveness, fitness for purpose and format.

  • Reviews single source requests for validity, recommending other sources where appropriate.

  • Reviews blanket and contract purchase agreement requests for reasonableness, recommending alternative methods when advantageous for the city.

  • Advertises formal bids and solicits quotations.

  • Determines when pre-bid conference is necessary and presides over them.

  • Analyzes bids to assure compliance with current policies/procedures, bidding laws, and purchasing procedures.

  • Assists requesting agencies with review of bid submissions and/or samples to assure that purchases comply with specifications and requirements.

  • Interviews vendors and their representatives.

  • Develops the JSEB vendor list, referring potential candidates to the Equal Business Opportunity Office for certification.

  • Develops, evaluates, and administers list of reliable suppliers by constant evaluation of service and performance.

  • Prepares authorizations to expend funds, price changes, renew purchase contracts, etc. to ensure accountability of transactions.

  • Maintains and manages product code file for assigned commodity classes.

  • Monitors and tracks contract status and develops reports.

  • Operates standard office equipment such as a personal computer using word processing, spreadsheet, database, and specialized procurement software, and multifunctional devices.

  • May train, assign, monitor, and review the work of others.

  • Performs post audit review of procurement transactions for compliance with current policy.

  • Demonstrates proficiency in the City of Jacksonville’s competencies.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the theories, principles, and practices of ethical standards and priorities of governmental purchasing.

  • Knowledge of municipal purchasing laws, City Charter, City Code, regulations, and procedures.

  • Knowledge of grades, qualities, supply sources and market factors for commodities and equipment.

  • Knowledge of Oracle Fusion Cloud.

  • Knowledge of anti-trust laws and contract laws under the Uniform Commercial Code.

  • Knowledge of economic and financial principles.

  • Ability to analyze historical purchasing data.

  • Ability to prepare and present summary reports and management plans for assigned classes.

  • Ability to prepare clear, concise business correspondence and management reports.

  • Ability to read, comprehend, and apply job-related rules, policies, procedures, and other materials.

  • Ability to train, assign, monitor and review the work of others.

  • Ability to operate standard office equipment such as a personal computer using word processing, spreadsheet, database, and specialized procurement software, and multifunctional devices.

  • Ability to conduct and preside over small and large meetings.

  • Ability to communicate effectively both verbally and in writing.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Six (6) years of education and/or professional experience in finance, business, business administration, or accounting, including experience in procurement practices and procedures.

Preferred

  • Experience in purchasing directly related to the specific discipline which the position is assigned such as information technology, construction, or commodities preferred.

  • Prior experience working in a municipality is preferred.

  • Experience and knowledge of Oracle Fusion Cloud preferred.

  • Certified Professional Public Buyer or Certified Public Purchasing Officer through the National Institute of Governmental Purchasing or the National Association for Purchasing Management is preferred.

OTHER REQUIREMENTS: The probationary period for this classification is 12 months.
