ASM Global Senior Procurement, Capital and Compliance Manager in Jacksonville, Florida

POSITION: Senior Procurement, Capital and Compliance Manager

DEPARTMENT: Operations

REPORTS TO: Director of Operations/Director of Contract Compliance

FLSA STATUS: Full-time/Salary/Exempt

Essential Duties and Responsibilities

  • Collaborate with Building Directors, Operations Managers and Facility Managers to identify detailed scope for all Capital Projects.

  • Transfer project scopes to RFP/RFQ to specify all aspects of major projects including project description, term and/or project duration, scheduling including project and event coordination, permitting, Insurance requirements, bonding and commissioning.

  • Oversee the procurement and standardization of subcontractors and vendors.

  • Liaison between ASM Global and the City agencies regarding procurement, technology, public works, and special projects

  • Assist in the preparation of the Annual Capital Operating Budget and recommends capital budgets for one-year and five-year long-range repairs and improvements to the facilities.

  • Responsible for communicating and reporting to the AGM/Directors of each building expenditures/projects for the respective buildings and/or budgets.

  • Assist in grant writing for federal emergency/security project funding.

  • Oversee reporting of ASM Global’ s emerging business contractor obligations (JSEB).

  • Plan and direct outside vendors/contractors work to assure compliance with contracts, local building code, and safety requirements.

  • Assist in negotiations with vendors, contractors and/or service providers.

  • Review and recommend long term capital projects and budgets. Review and manage annual capital and department(s) operating budgets.

  • Liaison for construction projects at ASM Global Jacksonville managed facilities.

  • Coordinate and oversee special projects such as construction, remodeling, expansion, and other major capital projects at all venues.

  • Administer an annual equipment inventory of all assets and equipment.

  • Assist the finance department with identifying proper accruals, purchase orders, and invoicing for operations/facilities projects expenses.

  • Administer/oversee safety trainings and programs for staff to include ASM in-house trainings, OSHA trainings and other best practice trainings.

  • Perform routine safety inspections in each venue.

  • Oversee and maintain the Siemens Fire detection system/fire panels at each venue.

  • Other Duties as Assigned

    Supervisory Responsibilities

    No immediate direct supervisory role currently.

Qualifications

Education and/or Experience

  • Post-Secondary degree (preferred) and/or 7 yrs experience in construction/project management.

  • Budgeting and forecasting experience preferred.

  • Facilities experience preferred.

    Skills and Abilities

  • Working knowledge building construction, HVAC, fire detection and suppression systems, electrical systems, security, escalator, and elevator operations.

  • Good written, verbal, and interpersonal skills.

  • CAD experience preferred.

    Computer Skills

  • Demonstrate command of Microsoft Excel and Power Point

  • Proficiency in Microsoft Office Suite and CAD.

  • Demonstrated knowledge and experience with ASM GLOBAL Smart Maintenance program or similar CMMS program.

    Other Qualifications

    Valid Driver’s License

Climbing of stairs and ladders to gain access to light towers, rigging positions, catwalks and roofs. To stand for long hours during events, talk and hear. This position may require work inside or outside of the building, as needed by events.
