This is a Non-Represented Position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :
This position will be responsible for the overall management of facility operations and maintenance to ensure that all facility assets are maintained in a “State of Good Repair” (SOGR). The primary purpose of this position is to ensure a safe, comfortable and code compliant environment for commuters, employees, and tenants of all LIRR related properties. This position will manage and supervise LIRR work crews performing various tasks, including carpentry, electrical, plumbing and structural. This position will manage and monitor various third-party service contracts, including, but not limited to; HVAC/BMS, mechanical security gates, emergency generators, capital improvements, various facility related mechanical, electrical and plumbing systems etc. This position will administer third party contractual agreements, process third party contractor invoices, maintain related documentation and facilities activity logs. This position will manage and oversee facilities related projects and capital improvements. On an as needed basis and at the direction of department leadership, this position will provide operations and maintenance management at all other LIRR locations.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
Oversee and manage the planning, distribution and supervision of both daily and cyclical preventive maintenance and/or unscheduled emergency work to unionized staff of carpenters, electricians, plumbers, stationary engineers, escalator/elevator mechanics and machinists. Force Account at various locations. Develop Technical Specification of Work (TSOW). Review, manage and administer Facility systems related budget, identify and coordinate submission for funds for any major system repair/upgrade/modification, replacement and or completely new install.
Manage and administer various facility maintenance and operations related Third-Party Service Contracts for multiple locations and engineering systems. Ensure/monitor contractor performance in accordance with established contracts.
Coordinate planned and emergency track outages for ET (Electric Traction) Department, Communications, Signal, Track, and B&B (Buildings and Bridges) as necessary to accomplish facility maintenance production goals/activities or handle emergency situations that arise. Perform scheduled and un-scheduled inspection of Tunnels. Perform facility safety inspections.
Manage and develop Standard Operating Procedures (SOP) for cyclical maintenance of engineering systems and equipment.
Review and approve all proposed facility related systems, proposed testing, inspection, maintenance & repair, performance of equipment, building renovations and/or capital improvements programs, capital design review that have any impact on service/maintenance of facility assets and LIRR employee facilities, shops & yards and major terminals. Represent the Facilities Department at C&D Strategic Investment, Safety and other meetings to ensure proposed Facility systems are in compliance with NYS/NFPA codes, State/Local Laws and consistent with Engineering Department/Company mission.
Review, analyze and forecast for future facility improvements. Plan and implement cyclical replacements
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure compliance with all aspects of safety programs and that appropriate coverage is on call for facility emergencies.
Provide emergency coverage during train service disruption affected by inclement weather, equipment failure, infrastructure failure or any other major event. Act as the Engineering first responder to emergency events and occurrences affecting life safety and “on time performance”.
Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.
Perform other activities at the request of senior management.
QUALIFICATIONS:
LEVEL 1 A):
Bachelor’s Degree in Engineering or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
Must possess responsible related facilities maintenance/management industry experience (2 years).
Must possess comprehensive knowledge of building systems, including but not limited to, HVAC/BMS, escalators, elevators, electrical systems, plumbing systems, sanitary systems, structural systems, etc.
Must possess knowledge and experience handling emergency situations.
Must possess the ability to coordinate all phases of planning, design, scheduling, budgets, contracts, invoicing, audits and construction of facility maintenance projects, as well as the managing of all daily maintenance activities as needed for the LIRR in accordance with LIRR, government, and industry regulations and standards.
Must possess the ability to understand and interpret blueprints.
Must possess knowledge and experience utilizing various software applications, i.e. spreadsheets, word processing, project management, building management systems and computerized trouble ticket maintenance management system.
Must possess comprehensive knowledge of NYS Codes, NFPA Standards.
Must possess the ability to coordinate multiple tasks and responsibilities.
Must be available on a 24/ 7 basis to respond to emergency situations.
Must possess effective oral and written communication skills, organizational skills and proficient computer skills.
Must possess effective leadership and interpersonal skills.
Must possess excellent human relations, problem solving, managerial and coordination skills.
Must possess a valid NYS driver’s license.
B):
Knowledge and experience of railroad operations, station terminals, employee facilities and maintenance repair shops.
Related facilities supervisory experience.
Comprehensive knowledge and experience managing contracts and Procurement and Logistics (P&L) policies and procedures.
A working knowledge of union collective bargaining agreements and work rules, as well as experience in positions with responsibilities for administering company policies and procedures.
Experience estimating engineering related service contracts and projects, with the ability to develop a technical scope of work(s) for service contracts and/or repair, replacement and/or upgrade contract for various building systems.
Engaged or completed continuing education (course seminars, certifications and/or Graduate Degree) in areas that augments or enhances knowledge of engineering management principles and practices.
LEVEL 2 A):
Must possess ALL required qualifications listed above for a Level I.
Must possess 4 years of demonstrable, directly related experience.
Must possess recent, related facilities supervisory experience.
Must possess comprehensive knowledge of the LIRR system operations.
Must possess working knowledge of all relative collective bargaining agreements and associated work rules.
B):
Comprehensive knowledge and experience managing contracts and P&L policy & procedures.
Engaged or completed continuing education (course seminars, certifications and/or graduate degree) in areas that augment or enhance knowledge of engineering management principles and practices.
Experience supervising/managing a staff of non-union and/or unionized employees.
Level 3 A):
Must possess ALL required qualifications listed above for a Level 2.
Must possess 6 years of demonstrable, directly related experience.
Comprehensive knowledge and experience managing third party contracts and P&L policy & procedures.
Engaged in or completed continuing education (course seminars, certifications and/or graduate degree) in areas that augment or enhance knowledge of engineering management principles and practices.
Experience supervising/managing a staff of non-union and/or unionized employees.
