Summary

The position is accountable to work with all levels of LIRR management in various departments, M of E supervisors, and 2000+ craft employees to develop and direct new training initiatives, provide expertise and guidance, and work across functional lines to add value through problem-solving and building improved training programs. This position will provide support for the Department including ensuring that all corporate training policies and state and federal training mandates are adhered to, including Code of Federal Regulations (CFR) initial and refresher training. Additionally, this position will be the liaison between Corporate Development and Training and Corporate Safety departments and M of E. Incumbent will participate on committees to develop and implement more stringent standards for departmental safety initiatives and training craft employees and supervisors. The position also provides administrative support, including Customer Assistance Program (CAP) and contracts for vendor services as well as operations support. This position will be responsible for administering and overseeing the Gang Foreman Trainee program including but not limited to training classes, on-the-job training, scheduling, gang foreman evaluations, coordinating on-the-job rotations and schedules, communicating with all levels of M of E management on the progress of Gang Foremen trainees and ensuring tools are ordered, order levels maintained and works with Corporate Development and Training to ensure all trainees have necessary tools upon graduation etc. Incumbent will also be responsible for generating requisitions, processing receipts, working with P&L for departmental safety-related items, and interacting with vendors for service contract needs.

Responsibilities:

Responsibilities may include but are not limited to:

  • Collaborate with Central Manpower to determine which employees require initial and refresher training for all training classes. Contact the Training Department to schedule the required classes in various locations on various shifts.

  • Department liaison for M of E-related training programs. Participate on committees to develop and implement more stringent standards for training craft and represented supervisors. Work with Corporate Development for improving and upgrading training programs for all crafts.

  • Oversee the entire coordination process for the Gang Foreman Training program including but not limited to Gang Foremen recruitment with HR, grading of pre-screener and interviews; coordinating and developing on-the-job training schedules and contact lists; developing and reviewing field evaluations; ensuring communications with all levels of management, trainees, labor union and Sr. Manager Safety and Training.

  • Ensure welding training classes participants' sample welds are collected and submitted to the vendor for review. Ensure welder training purchase orders and invoices are processed and paid.

  • Audit SAFER (ETS) System to ensure compliance with required Audits.

  • Develop training budgets based on company-required and federally-mandated training. Review and recommend revisions to training agreements.

  • Manage departmental utilization of contracts for company-issued outerwear to ensure compliance with collective bargaining agreements.

  • Assist with the collection of corporate assets from employees separating from service.

  • Coordinate departmental participation in the Customer Assistance Program (CAP) which requires 24/7 coverage.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications

  • Bachelor’s Degree in Business, Administration, Accounting, Political Science, Organizational Management, or any related field along these degrees. Demonstrated, directly related, equivalent experience and education may be considered in place of the degree, subject to approval.

  • Must possess progressively responsible experience (at least five years) and knowledge in M of E-related operations, including work with training and budget-related issues or demonstrate equivalent.

  • Must be available to work off hours, weekends, and holidays as assigned possibly at various locations during various shifts.

  • Must be familiar with LIRR and federal training policies and regulations.

  • Must possess an understanding of company policies and procedures, applicable collective bargaining agreements, and knowledge of railroad operating requirements.

  • Must possess strong oral and written communication skills; superior analytical, problem-solving, judgment and decision-making, organizational, interpersonal, and management skills.

  • Must possess knowledge of strategic needs.

  • Must possess demonstrated, strong inter/intradepartmental coordination skills.

  • Must be proficient with PC and software applications used by the LIRR.

  • Must possess political sensitivity and other management skills to interact with management in other departments and to direct the activities of supervisory, technical, shop-oriented, and administrative personnel.

  • Must be capable of multitasking and prioritizing responsibilities.

  • Must possess working knowledge of LIRR training programs, Customer Assistance Program (CAP), Internal Control Policy, procurement process, etc.

    Other Information

    In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
