Summary

The position is responsible for providing direct project support to the Sr. Manager Shops, Yards & RSSE of the M of E Projects Group. The position will assist in the management, coordination, and direction of Force Account and Third-Party Contractors during construction, as well as, consultants and staff engaged in the study, design, and operation of M of E facilities or equipment. Provide miscellaneous project services and tasks related to the Detailed Contract Schedule, work plans, RFIs, design documents, document control, product data, shop drawings and site reviews, equipment and MEP system testing, and training activities. Responsible to manage and supervise LIRR line supervision, craft, and OEM personnel.

Responsibilities:

Responsibilities may include but are not limited to:

  • Manage and administrate the day-to-day activates of the line supervisors, craft employees, Construction Managers, Vendors, and 3rd Party Contractors concerning M of E interests/requirements within Capital Projects, OFC Projects, RSSE projects for all Shops, Yards & RSSE.

  • Manage the implementation of the capital projects, shops, Yards, equipment (RSSE), and facilities pertaining to M of E’s interests within facilities and Yards as well as the 20-year needs process. (WRY/ERY/Mid Suffolk Yard/ LIC/Morris Park Loco/LIC/ESA/Mets Willets/Vanderbilt Yard) etc.

  • Schedule, arrange, and assign daily work plans consistent with programmed objectives for the implementation of the MofE Rolling Stock Support Equipment projects. Coordinating plans with MofE staff to support project progress by limiting operational impacts in active shops and yards. Includes the planning, developing, and budgeting of OFC solicitations.

  • Manage, and administrate document control for project services and tasks related to the Detailed Contract Schedule, work plans, RFIs, design documents, product data, shop drawings and site reviews, testing commissioning, and training activities.

  • Administrate department and corporate policies to ensure that all policies related to operations, maintenance, and personnel are properly coordinated and implemented.

  • Provide appropriate analysis and evaluation and recommendation of solutions for problems concerning project making necessary changes/recommendations to improve/progress.

  • Participate in inter-departmental working groups to support project development and implementation.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications

    A.

  • Bachelor’s degree in Business Administration, Engineering, Construction or Management, or a related field. In place of a degree, the incumbent must have a minimum of 7 years of solid practical, increasingly progressive responsibility for the management of projects, project planning, scope development, scheduling, and project documentation, subject to approval

  • Must possess five years of project management experience.

  • Must possess experience managing, subordinate employees and 3rd party vendors/contractors.

  • Must possess progressively responsible related technical and effective leadership, problem-solving, decision-making, and judgment skills.

  • Must possess effective interpersonal skills and the ability to interact effectively with other intra-and interdepartmentally, including other agencies and developers.

  • Must possess effective administrative, planning, management/supervisory, document controls, and computer skills/abilities.

  • Must possess working knowledge of engineering principles as applied to mechanical, electrical, structural, and construction.

  • Must possess working knowledge of LIRR operating rules, collective bargaining agreements, and labor jurisdictions of work.

  • Must possess professional integrity and judgment.

  • Must possess demonstrated experience in specification and TSOW development.

  • Must possess experience with scheduling, work plans, managing a budget, and interacting with vendors, force accounts, other departments, and third-party contractors.

  • Must be able to review and interpret construction drawings, specifications, shop equipment manuals design documents, transmittals, schematics, product data, shop drawings, and site reviews.

  • Must be able to oversee testing and training activities for RSSE and MEP systems.

    B.

  • Develop and interpret detailed construction schedules.

  • Experience with project budget development.

  • Experience in shop equipment procurement, installation, testing, M.E.P. systems commissioning, and construction management.

    Other Information

    In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
