This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

Position is responsible to direct, oversee, manage, and plan the activities for the Long Island Rail Road (LIRR) related to events supporting operations and organizational planning. Responsibilities include but are not limited to overseeing/conducting organizational storm/special event meetings/plans; overseeing winter/hurricane, all-climate related standard operating procedures (SOPs) and events; perform all other duties as assigned to support LIRR’s mission to provide safe, reliable customer service.

Responsibilities:

Responsibilities may include but are not limited to:

  • Coordinate and plan corporate projects, direct and oversee point managers and supervisors on respective projects. Prepare planning documents and presentations for Sr. Staff. Seek necessary decisions from senior departmental staff.

  • Provide direction and oversight for Lessons Learned (After Action Review) sessions. Development of guidelines in preparation of, scheduling, proctoring, documentation, and distribution of Lessons Learned Session. Lead and direct the implementation of the recommendations. Ensure recommendations are part of an integrated operating plan within respective departments and interdepartmentally within the LIRR.

  • Develop and maintain corporate operating protocols, SOP’s, EAP’s, and guidelines. Assist departments in their development of their plans. Monitor effectiveness of recommendations and provide analysis/updates to Senior Staff.

  • Organize corporate plans for weather/climate-related and emergency preparedness. Set up meetings, develop plans, deliverables, and follow-ups. Organize and facilitate corporate Drills. Provide direction and oversight for Corporate Incident Command (including activating the ICC) and MTA Headquarter Incident Command Structure.

  • Take lead role and partner with LIRR departments in organizing special programs. Oversee department point personnel to ensure LIRR is prepared for planned and unplanned events, including contingency planning. Prepare corporate plans and ensure resources are available for planned and unplanned events including corporate resources, such as the Customer Assistance Program.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications :

    A)

  • Bachelor’s degree in Business, Management, Transportation, Planning, or related area.

  • Minimum of 8 to 10 years of progressively related, responsible, management/supervisory experience.

  • Experience supervising both represented and management employees,

  • Extensive operational background and understanding of LIRR operating practices, operating rules, and physical characteristics.

  • Familiarity with Emergency Action Plans and other contingency planning.

  • A proven record as a successful manager, with expertise and experience managing large, complex projects including planning, design, and implementation.

  • Effective leadership, problem solving, human relations, interpersonal, written, and verbal communication skills. Prior experience summarizing and presenting complex technical problems and solutions.

  • A working knowledge of software computer applications.

  • A record of working effectively in a team environment.

  • Expert analytical and judgment skills, with the ability to make timely and effective decisions in a stressful environment or emergency situations.

  • Impeccable professional ethics, with the ability to manage change and to help build an effective and productive organization.

  • Experience developing organizational policies and procedures.

  • Ability to motivate and develop subordinates.

  • Must be available consistent with 24-hour, 7-day operational demands.

    B)

  • Master’s Degree in Business Administration, Management, or related area.

  • Qualified on the operating rules and physical characteristics of the LIRR.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
