About ARCTEC Alaskas Mission: As a joint venture contractor for the Alaska Radar System, ARCTEC Alaska supports the US Air Force (USAF) and North American Aerospace Defense Command (NORAD) by providing 24-hours-a-day, seven days a week airspace surveillance and early attack warning for over 3.3 million square nautical miles spatially monitored. ARCTEC Alaska maintains tactical radio communications, and meteorological/navigational aides to both military and civilian aircraft. Although ARCTECs primary mission is radar equipment and tactical radio capabilities, additional services include maintenance of 47,000 ft. of runways and over 50 miles of roads, as well as maintenance of fuel systems 139 structures/facilities and 46 prime power and emergency power generation systems including all major overhauls.

Purpose of Position: Serves as the Assistant Project Support Manager in support of the Alaska Radar System, a United States Air Force operation and maintenance radar contract. Work closely with the Project Support Manger to guide, organize, plan, direct, coordinate, control, administer, monitor, and oversee the day-to-day operational and administrative tasks/activities of the Logistics, Engineering, and Compliance work sections. Responsible for the functions and activities of the Industrial Security Program as outlined in the National Industrial Security Program Operating Manual (NISPOM).

Primary Responsibilities: Leads people and manages resources, schedules, and costs. Frequently communicates with the client regarding procurement approval, results of inspections,required actions, and evaluations. Ensures work is executed in accordance with company practices and values and client specifications Oversees engineering operations to support Over and Above projects and Planned Direct Scheduled Work Interprets and applies AFIs, OSHA, NFPA, and other government codes, regulations and instructions and responds orally and verbally to government requests for information Originates necessary documents, forms, reports, etc. and queries various computer work systems to extract information concerning projects, materials, or services. Organizes information, people, and actions to ensure an efficient operation, meet deadlines and handle multiple high-level tasks. Engages in the analysis interpretation, and application of information and procedures. Defines problems, collects data, establishes facts, and draws valid conclusions. Exercises sound business practices/methods; ensures all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner. Knowledge, Skills, and Abilities Knowledge of health, fire, safety, and environmental requirements as outlined in applicable regulations, standards and/or technical orders. Experience of FAR, DFARS, and federal government contract administration procedures, policies Experience with Service Contract Act, Collective Bargaining Agreements, and regulations, procedures, and material management Experience in project management Knowledge of Air Force Logistics System including supply, purchases and material management ISO 9001 Quality Management System Knowledge of Environmental, Health, Fire and Safety regulatory requirements Knowledge of Defense Information Security Systems (DISS) Knowledge of Facility Security Officer guidelines and requirements Knowledge of computer operations, systems software, retrieval techniques and methods, Skill in preparing investigative reports and findings Skill in p eparing security reports and OSHA findings and reports Ability to gather facts and information, conduct and analyze research and develop recommendations, Ability to communicate effectively, oral and written to include ability to articulate complex information to the Project Manager, Government Officials, and employees in a clear, concise, informative, and professional manner. Interpersonal Skills Ability to manage, mentor, and supervise, quality, safety, engineering, and logistics team.

Core Qualifications: Bachelors Degree in Logistics, Management, Engineering, Organizational Development, Business Administration or other applicable degree Five (5) years of management experience in leading and supervising employees and managing contract work activities and resources. Two (2) years in security, safety, and logistics management A combination of education, and/or work experience may be substituted to meet the educational requirement Intermediate level proficiency with Microsoft Office is required. Must have a valid driver license with an acceptable driving record Must be US citizen or US national and have ability to obtain a SECRET security clearance if required. Must be able to pass a pre-employment background check and drug testing Six (6) months experience with processes in a unionized environment.

Preferred: Masters Degree in Logistics, Management, Engineering, Organizational Development, Business Administration or any other similar applicable Project Management Institute (PMI) Project Management Professional (PMP) Certification Current/active SECRET security clearance Ten plus (10+) years of hands on/direct experience as a Senior Level Manager on a DoD and/or other federal Government contract. Experience must be current or within the last two years
