Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0802-09 ENGINEERING TECHNICIAN (CIVIL) (TITLE 32), Position Description Number D1519P01 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position. Responsibilities Reviews engineering plans and specifications for compliance with federal and state regulations. Ensures that design formats comply with applicable guidance for engineering projects such as electrical distribution systems for office buildings, facilities and airfields; mechanical utility systems. Ensures that design formats comply with applicable guidance for engineering projects such as alteration, rehabilitation and modernization of buildings, structures, roads, streets, airfields and appurtenances, power and pumping plants. Participates in the construction planning process by investigating proposed projects to obtain field data, check existing facilities and utilities, and to conceptualize the scope of the completed project. Develops and produces engineering specifications and cost estimates using specifications guides, engineering handbooks, building construction cost data, manufacturers publications, engineering standards, and fire and safety codes. Applies knowledge of construction and maintenance practices, estimating, and short cut methods of construction and installation, to provide cost estimates. Assists in completing site surveys to obtain and verify data requirements for development of project justification documents. Furnishes sketches and layouts supplemented by verbal or written information for preparation of drawings. Considers design from standpoint of structural quality, resistance to environmental elements, use, and suitability to equipment and needs. Operates Computer Aided Design (CAD) to assist in coordinating several different but related Military Construction Program (MCP) projects being designed by architects and engineers and/or constructed by general contractors. Maintains main computer designed database. Prepares modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent. Considers the structural soundness of existing facilities and adequacy of systems to accommodate proposed changes. Updates master utility, surveying, architectural and engineering plans within the CAD system as changes occur and new data is obtained. Applies a practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete. Coordinates with numerous architects and professional engineers, field specialists, safety personnel and journeyman craftsmen on a regular and recurring basis. Conducts daily job site construction inspections and inspection reports of several concurrent major construction projects to ensure contractor compliance with engineering plans, specifications, contractual obligations, and laws and regulations. Ensures that architects and engineers are properly performing quality assurance, and general contractors are accomplishing proper quality control. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - MSgt (E-7) Minimum Military Grade - SSgt (E-5) Enlisted - AFSC 1C8X2, 1C8X3, 3D190, 3D1X1, 3D1X2, 3D1X3, 3D1X4, 3E0X2, 3E2X1, 3E3X1 or 3E5X1 Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience or training which provided you with familiarization of engineering instruments, testing procedures and techniques; and ability to read and understand simple specifications, instructions, and procedures and to use high school level mathematics. GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience in conducting tests on equipment, components and parts under a variety of conditions (temperature, humidity, shock, vibration, sand, etc.); analyzing drawings and specifications for projects to determine whether the design and drawings are complete and correct; preparing plans, specifications, and cost estimates for new construction or major modifications; gathering and consolidating technical information for reports; and coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters.
