Air National Guard Units IT SPECIALIST (CUSTSPT) (TITLE 32) in Jefferson Barracks, Missouri

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a GS-2210-11 IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D1557000 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining unit position. Responsibilities Monitors, maintains, and recommends optimum voice and data network systems configuration and architecture which includes administering and programming the system's messaging, broadcasting, and automated attendants Monitors, maintains, and recommends optimum voice and data network systems configuration and architecture which includes administering and programming the system's load capacity, call restrictions, and classes of services. Performs all software upgrades and troubleshooting of the operating system and switch hardware using appropriate software solutions or diagnostic equipment. Applies diagnostic and network management equipment to test, configure, evaluate, and optimize all circuits and services. Develops detailed lists of equipment and capabilities to satisfy current requirements for the entire switched system or segments of the complete switched system. Designs, develops and conducts technical and operational tests and evaluations of a wide range of communications equipment and systems. Designs specific kinds of communications networks, according to operating requirements, planned traffic and the location of stations and users. Conducts site surveys for information systems equipment, verifying adequacy of network cable, power, and general condition. Assembles cables and connectors for military and/or commercial interface. Installs, configures and programs networking equipment to include routers, network encryption devices, switches, channel switch units (CSU), digital switch units (DSU) and multiplexers Programs and uses remote management tools to administer and operate active networks. Evaluates and recommends commercial of-the-shelf software (COTS) solutions for all telecommunications requirements. Coordinates with outside agencies and customers to provide required services and technical solutions. Develops and manages problem and trend analysis data of communications equipment and systems. Prepares, maintains and submits applicable maintenance records and reports. Administers the Maintenance Standardization and Evaluation Program (MSEP) within the work center. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - MSgt (E-7) Minimum Military Grade - SrA (E-4) Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates thorough knowledge of a wide range of technical methods in the detailed performance characteristics of specific information technology and telecommunications equipment, systems, services and transmission media. Experience must demonstrates an in-depth understanding of basic electronics theory and operating principles, the applications of existing and planned technology to communications requirements, equipment interoperability and compatibility, and the methods and techniques for acquiring equipment, systems and services to accomplish information transfer. Experience must demonstrate thorough knowledge of customer support principles and methods to participate in the planning and delivery of customer support services to the organization; to install, configure, upgrade and troubleshoot any hardware and software components; to present formal and information training and assistance to customers; and to report, respond to, and resolve customer requests. Must currently possess or have held AFSC 3D190, 3D0X2, 3D0X3, 3D1X1, 3D1X2, 1D7X1B, or 1D7X1. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP).Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008). Education Substitution of Education for Specialized Experience at the GS-11 grade level: Must possess a Ph.D. or equivalent, or three years of progressively higher level graduate education in computer science, engineering, information science, or information systems management leading to such a degree.
