Summary This Program Support Assistant is in the Extended Care Service at James H. Quillen Department of Veterans Affairs Home Based Primary Care (HBPC) program. The HBPC program is a diverse, multidivisional medical network in southeastern Tennessee, North Carolina, Virginia and Kentucky. This position serves a group of HBPC offices and the HBPC Program Director. Responsibilities The purpose of the position is to provide administrative expertise to the HBPC Program Director. The Program Support Assistant (PSA) will plan and carry out projects to improve the efficiency and productivity in the administrative support of the HBPC program. The PSA will identify, make recommendations and changes to work towards resolution of problems and situations in the work-flow, staffing, work distribution with the administrative staff. Major duties include but not limited to: Responsible for collecting, compiling and/or tracking statistical information in support of program operations and to access status or outcomes in relation to established performance measures, goals, and objectives; receives and processes documents and report in accordance with established procedures; uses software applications to draw information from a wide variety of sources in order to prepare reports; and assists in the planning, review, and reporting of data/statistical results of program studies. Implements standardized protocols for incoming data, organizes and maintains patient data, and retrieves a variety of computerized data. Assists the HBPC Program Director in obtaining and analyzing data to evaluate program effectiveness, in keeping them apprised of patient census, consults pending, and any changes/problems that might be encountered. Participates in performance improvement activities related to the program quality improvement process and offers performance improvement advice to program staff. Responsible for providing data/reports related to the administrative, clinical, and technical aspects of the program. Assists in the ongoing development of peer review, competency assessment and staff development responsible for assisting in the development of local protocols, policies, and guidelines relating to HBPC Participates in the formulation of plans and determination of goals with the service and conducts continuous quality improvement reviews in the administrative service program areas Serves as a primary timekeeper for Extended Care Service. Ensures that all scheduling activities are performed according the VHA business rules Performs other duties as assigned. Work Schedule: Monday-Friday; Flexible schedule available. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must be knowledgeable in the principles of Quality Improvement and the development of indicators related to administrative support to the operation of patient care. Knowledge of the Privacy Act, medical center policies and other regulations relative to the confidentiality of medical records in order to protect records and reports containing privileged information from unauthorized disclosure. Knowledge of formats for reports, letters, and related procedures so that all work can be completed in final form. Knowledge of contents filing order, and flow process of the medical and administrative medical record. Knowledge of the computerized record tracking system. Must have basic knowledge of medical terminology. Must be able to analyze medical records and abstract meaningful data. Knowledge of the ICD-10-CM classification system and the CPT classification systems. Knowledge of medical center fiscal policies regarding pharmacy copayment and medical care cost recovery. Expertise in all areas of Microsoft programs, CPRS, VSSC, DSS and VistA software packages to include: scheduling, pharmacy, lab, radiology, fiscal, and medical record functions. Skill in operating computers and computer equipment such as printers and scanners, calculators, fax machines, copiers and telecommunication equipment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in an office setting where only light physical exertion is required. Physical dexterity is required in the operation of a personal computer, calculator, and copy machines. Must be able to concentrate for long periods; performs numerous tasks at one time; maintains accuracy and concentration during frequent interruptions.
