AmeriServ Financial Assistant Trust Compliance Officer in JOHNSTOWN, Pennsylvania

SUMMARY OBJECTIVE:

Position is responsible for assisting the Trust Compliance Officer in the execution of the Trust Company Annual Compliance Program.  Position requires critical thinking and ability to communicate findings professionally to colleagues, their supervisor, and Senior Management.  The position is likely to be involved in highly sensitive situations and is expected to demonstrate strict confidentiality. Assistance to Trust Company Management including the Trust Compliance Officer to understand and carry out the annual established Board approved Trust Compliance Program.   

ESSENTIAL FUNCTIONS:

  1. Independently perform compliance testing as required and directed in the annual Trust Compliance Program.  Primarily responsible for the following compliance tests:
  • Preferred Pricing
  • Asset Hypothecation
  • Dormant Accounts
  • Fee Refunds/Reversals
  • Risk Ratings
  • Privacy Notices
  • Pennsylvania Uniform Trust Act Notices
  • New Account Fee Coding
  • Review of Account Files for Original Legal Documents

The list is not meant to be exhaustive.  Additional compliance tests may be added as experience and education are completed.

  1. Assist the AVP Trust Compliance Officer with more complex compliance testing under supervision.  Such compliance tests include:
  • 12b-1 Fee Rebate Testing
  • Review of Customer Statements Not Mailed
  • Monthly Compliance Reports to Fiduciary Committee
  • Weekly Overdraft Monitoring
  • Monthly monitoring of New Accounts
  1. Monitor Trust Company policies and procedures to ensure compliance with regulatory updates and guidelines. Communicate regularly with the Trust Compliance Officer and Trust Management to address any risk issues associated with compliance.

  2. Assist in maintaining the Trust Company Policy and Procedure database.  Maintain an awareness of company practices vs those policies and procedures in written format.  Provide input to the Trust Compliance Officer of any noted differences.

  3. Coordinate the implementation of changes in forms, policies, procedures, actual employee practices, etc., with appropriate compliance personnel.

  4. Perform research both independently and under the supervision of the Trust Compliance Officer.   Provide results and recommendations to management regarding regulatory questions.

  5. Assist in maintaining ongoing files to show evidence of compliance with stated regulations.

  6. Disseminate information on new or amended regulations and coordinate applicable training.

  7. Work with development of new products in coordination with Corporate Compliance.  Advise on aspects affected by compliance requirements along with the Trust Compliance Officer.

  8. Assist in compiling requested documents along with the Trust Compliance Officer by auditors and regulators during examinations. 

  9. Maintain all professional credentials and certifications, and pursue continuing education as approved by management to maintain and increase knowledge and proficiency.

  10. Attend Fiduciary Committee and Trust Company Board meetings when requested.

  11. Assist other AmeriServ Financial personnel and departments as requested regarding Compliance matters.  These may include Marketing, BSA, Audit, Information Technology, Information Security and Finance.

SUPERVISORY RESPONSIBILITY:

This position does not require supervision of employees.

 

WORK ENVIRONMENT:

This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

PHYSICAL DEMANDS:

The employee is frequently requi ed to: 1) Type or otherwise work with fingers; 2) Talk expressing or exchanging ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers or clients accurately, loudly, or quickly; 3) Hearing -- perceiving the nature of sounds at normal speaking levels with/without correction.  Ability to receive detailed information through oral communication and make the discriminations in sound. 4) Specific vision abilities required by this job include viewing a computer monitor and extensive reading.

Sedentary work may require occasionally lifting of up to 10 pounds and/or move up to 25 pounds.  This work involves sitting most of the time with walking and sitting.

REQUIRED/ PREFERRED EDUCATION and EXPERIENCE:

A minimum of a bachelor's degree with three (3) to five (5) years of direct or related experience.  Attainment of industry designations within three (3) years of appointment to the position.  Preference given for additional higher educational achievement and completed professional designations such as CTFA, CFIRS, CFSA, CRCM, CIS, CISP,  or similar.
