Kalamazoo County Government Director-Human Resources in Kalamazoo, Michigan

GENERAL SUMMARY
The purpose of this job is to develop and direct the implementation of personnel policies and procedures. Recommends proposals for policy changes to the competent governing bodies and union organizations. Develops and coordinates the activities and staff of the Human Resources (HR) Department. Conducts research, analyzes data, and prepares statistical reports for various HR-related issues and topics while managing the department's budget submission, including employee benefits and payroll. Provides HR guidance to several committees, engaging in meetings and relationship-building activities.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Advises County Executives, supervisors, and employees on conflict resolution, policies, procedures, and management best practices.
- Develops, implements, and improves upon County personnel policies and procedures.
- Serves as the HR representative in all collective bargaining, negotiations, grievance, and arbitration matters.
- Recommends policy changes and improvements to the Board of Commissioners, Elected Officials, Courts, and Unions.
- Directs HR Department staff and operations; develops supporting workflows and documentation.
- Researches, analyzes, and prepares data reports on HR issues and topics.
- Oversees the development and delivery of County employee training programs.
- Develops and manages the HR budget, including employee benefits, security, payroll, and operations.
- Manages vendor contracts, requests for proposals, and other agreements for HR-related services.
- Provides direction, oversight, and management recommendations to County committees.
- Performs related work as required.
MINIMUM QUALIFICATIONS
Required Education and Experience
- Bachelor's degree from an accredited college or university in Business Administration, Human Resources, Public Administration, or a related field
- 9+ years of related work experience in HR management
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
