The Property Manager will support our apartment community Central Towers. In addition, support communities in the surrounding Kane/Mt Jewett PA area. You will work closely with the Maintenance Supervisor to ensure work orders are completed on time, apartment move-ins are effectively and efficiently handled for new residents. These responsibilities provide the apartment communities with operations that are safe and secure for the on-site residents, visitors, contractors and fellow employees. You will report directly to the Director of Facilities and work collaboratively with the community team as well as key partners in Property Management, Human Resources and outside housing authority representatives to ensure all required aspects of operating stable, fiscal operations for each apartment community are covered and meeting all requirements.

Responsible for overall management, operations, and admissions for one or more Projects and Properties in the Authority's housing programs and the monitoring of the fiscal and occupancy status through regular reports. The Property Manager is responsible for monitoring operating practices and procedures, and recommending changes to promote efficiency. The duties listed below illustrate the various types of work that may be performed. SUCCESSFUL CANDIDATES WILL BRING:

• Minimum 3+ years' prior experience in apartment management of affordable housing communities, OR equivalent experience.

• MS Office Suite (Word, Excel, Outlook) for effective written communications, and reporting.

• Experience or knowledge of housing industry compliance software program(s) preferred.

• Strong math aptitude/accounting knowledge with good understanding of accounts receivable, accounts payable, budgeting.

• Some college preferred with COS certification helpful, or other fair housing certification(s) or willing to obtain; minimum High School diploma/GED equivalent required

• Excellent routine office clerical skills including proofreading, data entry, filing, phone skills as needed.

• Reliable transportation and a valid driver's license require flexibility for travel to sites assigned

• Ability to occasionally travel to office meetings, trainings, conference, as scheduled.

• Abide by established procedures for collecting rents and other collectable monies due the agency by residents.

• Complete annual re-certifications, computations, interim rents and other adjustments as needed.

• Complete (with maintenance staff) annual and periodic inspections of apartments to determine the state of housekeeping or other needs. Maintain a process record for these activities.

ESSENTIAL DUTIES

• Ensures compliance with applicable HUD guidelines as well as federal, state, and local regulations, laws, ordinances, and the Authority's administration of programs

• Performs new move-in/move-out, housekeeping, UPCS inspections and re-inspections. Prepares move-in/move-out adjustments and requests

• Oversees acceptance of applications, eligibility determinations, rent and utility determinations, and maintenance of the site-based waiting list per established procedures

• Provides orientation to new residents/tenants by explain the lease provisions clearly, quoting correct prices, explaining provisions of Authority policies. May escort prospective residents to inspect the unit; explaining amenities in the community; and discussing other important issues. Orientations should be provided on initial move-in and also during annual reexaminations periods. Draws up and executes contracts

• Oversees and reviews verification, substantiation, and research regarding a variety of eligibility data supplied by current or prospective residents including income, legal status, and social services assistance. Obtains background checks and reviews monthly EIV reports

• Responsible for ensuring transmission of HUD Form(S) 50058/50059 to the TRACS system
