Indian Health Service IT Specialist (Systems Administration) in Kayenta, Arizona

Summary This position is located at the Kayenta Service Unit, Division of information Technology, Kayenta, AZ. This position will serve as the primary point of contact to evaluate, install, troubleshoot, and administer software and hardware needed to support applications programmed for the Indian Health Service Resource Patient Management System (RPMS) and the Electronic Health Record System (EHR). Incumbent reports to the Chief Information Officer/IT Supervisor. Responsibilities Please ensure you answer all questions and follow all instructions carefully. The incumbent: Serves as primary contact regarding the Service Unit RPMS and EHR systems including hardware, software, and application programs. Researches, analyzes, implements RPMS interfaces as appropriate. Coordinates evaluations of telecommunications requirements of RPMS and EHR with the Network Specialist. As directed by supervisor, prepares written policies and procedure, long-term and short- term plans for computer services, prepares contingency of Operation Plan and Disaster Recovery Plans. Analyzes the present Remote Access application programs to support users in current and proposed applications, software packages and those appropriate for the program. Provides technical support and consultation to Service Unit users and management to achieve the implementation of new applications and the maintenance of previous applications. Analyzes software alterative (i.e. new printer server applications to comply with various operating systems in IHS networks), implement changes by installation and configuration and recommends appropriate action to supervisor and Service Unit Managers. Provides technical support, installation, and maintenance of new computer systems, printers, print servers, hubs, switches and networking equipment within the Service Unit. Analyzes procedural alternatives (i.e. special setup needs or modification to new systems), implement changes by installation and configuration and recommends appropriate action to supervisor and Service Unit Managers, and NAIHS Users. Incumbent is therefore required to maintain a current U.S. Government Motor Vehicle Operator's Identification Card. Kayenta Service Unit is the only health care provider in the general locale and is therefore responsible for providing routine, urgent and emergent health care services. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-11 (or equivalent): Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/ or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. AND, Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. GS-12 specialized experience include: RPMS Administration is: ensemble experience: Not limited to setup & configure, create ensemble users, configure instances, etc.; AIX experience: Not limited to creating AIX users, ability to navigate with AIX commands, comfortable with root access, comfortable with changing routines & globes, etc.; setup RPMS printers, install RPMS patches, load client installs, load fee schedules; general knowledge, comfortable and experience working with all RPMS packages; working with implementing RPMS Interfaces for different programs; general knowledge of Radiology/Dentrix/lab/optometry/pharmacy equipment; knowledge in RPMS Backup, system restore; and be able to work with Tier 2, and Tier 3 support. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). Education This position has an education requirement.
