The Bureau of Parks District 5 is looking for a self-motivated park service professional to fill an Environmental Specialist II position. The applicant must possess good administrative skills, resource management skills and be able to work independently. This position requires specialized environmental work, associated with resource management activities in support of parks in District 5. It includes performing research and monitoring, and related administrative duties.

    Pay:

    Base salary $3,463.46 monthly/$41,561.57 annually

    Your Specific Responsibilities:

    DUTIES AND RESPONSIBILITIES:

    Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

    This position requires specialized environmental work, associated with resource management activities in support of parks in District 5. It includes performing research and monitoring, and related administrative duties. Primary duties are:

    Environmental issues of potential impact to parks: Review and comment on federal, state and county permit applications. Review and comment on unpermitted activities (dredging, filling, docks, etc.). Review and comment on DRIs, EISs and county comprehensive plans. Conduct associated field inspections. Provide technical and physical assistance to park managers on such issues. Maintain interagency communication. Attend environmental conferences and meetings as required and submit brief summaries of agenda items.

    Resource Management: Conduct assessments of resource damage, including boat groundings, coral reef and other marine resource damage. Conduct related marine resource monitoring projects. Participate in removal of exotics and coordinate Resource Management Team projects in the Keys Parks. Conduct herbicide training annually, or as needed for Park staff. Coordinate designated species management for Keys Parks . Recommend plant community restorations and write appropriate plans. Monitor restoration projects during construction until complete. Obtain environmental permits for parks when required. In conjunction with Staff, other agencies, and volunteers, monitor the environmental health of the reef , seagrass, and other benthic communities in District Parks. Survey the marine flora and fauna at District Parks, with emphasis on the hardbottom community in the Atlantic Ocean. Conduct snorkel training for Park staff annually, or as needed.

    Impact Studies: Assist with maintenance and permitting for the protective buoy system in District Parks. Assist with monitorin g of restorations on patch reefs in John Pennekamp Coral Reef State Park. Conduct biological monitoring as required.

    Administrative Matters: Write reports, reviews and comments, as required by the above duties. Prepare and review Resource Management Plans for District 5 parks, new or updated versions. Maintain the plant database for the District Parks. Maintain field equipment. Perform miscellaneous cleric al duties, as required.

    May volunteer to dive.

    Conduct related work as required.

    Required Knowledge, Skills, and Abilities:

    KNOWLEDGE OF:

  • terminology, principles and analytical techniques of the physical or natural sciences, including marine organisms and natural communities

  • data collection and analysis principles and procedures

  • and/or ability to understand and use applicable rules, regulations, policies, and procedures relating to environmental programs

    KNOWLEDGE OF AND SKILL TO:

  • be a certified scuba diver having recent diving experience and the ability to dive

    SKILLS TO:

  • conduct field work in biology and to collect, evaluate, analyze, and interpret scientific or technical data

  • prepare scientific and technical reports

  • establish and maintain effective working relationships with others, particularly personnel of other agencies

  • conduct marine research and handle small boats, this includes the willingness to snorkel and use scuba

    ABILITY TO:

  • work independently

  • plan, organize and coordinate work assignments

  • communicate effective verbally and in writing

  • maintain a valid driver license

  • successfully complete and maintain current certifications/trainings in: Open Water SCUBA certification, First Aid, CPR, Emergency Oxygen Administration and Blood Borne Pathogen Training

  • successfully complete a background and fingerprint check

    Other Job Related Requirements for this position:

  • Valid driver license

  • Must be approved to SCUBA Dive in accordance with FDEP Diving Safety Manual, and DEP Underwater Manual

  • Incumbent of this position will participate in the DEP Medical Monitoring Program for DEP divers

  • A bachelor’s or master’s degree from a college or university with a major in one of the physical or natural sciences; or a bachelor’s or master’s degree from a college or university with a minor in one of the physical or natural sciences and 3 years of professional experience in one of the physical or natural sciences
